You are an experienced database developer/administrator that will assist in the integration, customization, implementation, testing and deployment of innovative Cyber Security Solutions in support of DHS and according to DHS Systems Engineering Life Cycle (SELC) requirements.

Maintain and improve the CDM data exchange mechanisms, using Security Content Automation Protocol (SCAP)-compliant Asset Summary Reporting (ASR) format
Ensure interoperability between tool sensors and integration layer
Responsible for O&M of multiple sensor database types
Provision or decommission servers and virtual machines to meet capacity and utilization needs
Responsible for knowledge and proficiency with an enterprise database technology (e.g., Relational, SQL database, In-Memory databases, NoSQL databases and new emerging databases).
Establishes and maintains security and integrity controls.
Formulates and monitors policies, procedures and standards relating to database management. Proposes and implements enhancements that will improve the performance and reliability of the system.
Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; and participating in professional societies.
Identifies customer database requirements. Defines optimal conceptual, logical and physical data models that address customer requirement and balances performance (e.g., indexes, views, snapshots) and storage (e.g., normalization, de-normalization).
Incorporates security, back-up, and disaster recovery into database designs.
Establishes database parameters that maximize database performance. Installs, configures, and patches database management systems (DBMS).
Writes database documentation, including data standards, procedures and definitions for the data dictionary (metadata).
Controls access permissions and privileges.
Ensures that storage and archiving procedures are functioning correctly.
Conducts capacity planning.
Communicates regularly with technical, applications and operational staff to ensure database integrity and security.
Clones application environments. Ensures availability of related application technology (e.g., web services, applications, batch processors, job schedulers, etc.).
Provides Tier III support for the application technology stack.
Applies application, security, and database patches. Migrates new software code and break fixes.
Verifies shell/SQL scripts, packages, and stored procedures for system enhancements.
Installs and configures third party products that integrates with the underlying application.
Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
Conduct testing activities following Test and Evaluation Master Plan (TEMP) to include initial user acceptance testing
Provide technical leadership for RFS implementation Iteration 7, Discovery/Preparation, to Iteration 12, Handover to Operations
Demonstrates innovative influence for Business Groups or projects.
Responsible for making moderate to significant improvements of systems or products to enhance performance of program/project.
Responsible for researching, designing, developing, testing and supporting new systems, applications, and solutions for enterprise-wide cyber systems and networks.
Validate target environment against solution requirements, identifying Solution Dependencies (Del. 42)
Communicates with parties within and outside of own job function. Typically has responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.)
Ensure operational and functional requirements are tested during initial rollout
Applies database engineering disciplines to the integration, and support of innovative solutions or products that identify, exploit, protect against, or mitigate cyber security vulnerabilities.
Responsible for “Request for Service (RFS)” deployment project success and implementing processes and procedures
Accountable for successful knowledge transfer of all deployed CDM capabilities, both CACI Tier II/III and DHS/Component service providers
You’ll Bring These Qualifications:
8+ Years in experience
Experience or familiarity with managing and troubleshooting relational database integration issues at the hands-on technical level
Experience or familiarity with developing and interpreting data models and data dictionaries
Well-developed understanding of Microsoft Structured Query Language (MS-SQL) and/or equivalent Oracle, PL-SQL or Postgress SQL experience helpful
Experience (or Familiarity) with Extract, Transform, and Load technologies and tools, e.g. ELK (Elasticsearch, Logstash & Kibana), Informatica, Pentaho, AWS ETL, etc.
Experience (or Familiarity) with Splunk and RSA Archer technologies
Experience (or Familiarity) with the concepts of Tech Refresh, Configuration Management, Change Management, Agile, ITIL, COBIT, or PMBoK methodologies
Ability to obtain and maintain an active security clearance
Ability to obtain DHS Entrance on Duty
These Qualifications Would be Nice to Have:
Experience (or Familiarity) with Cloud and Mobile technologies
Data Center experience including experience (or Familiarity) with the concepts of Tech Refresh, Configuration Management, Change Management, Agile, ITIL, COBIT, or PMBoK methodologies
Oracle Certified Associate (OCA) or Oracle Certified Professional (OCP)
Microsoft Certified Solutions Associate (MCSA) or other Microsoft SQL based Certifications
Experience with the extensive use of virtualization using VMware vSphere, MS Hyper-V, Oracle Virtual Box, oVirt or another commercial or Open Source virtualization technology
Splunk, Cloud, or Agile based certifications, e.g. Splunk User/Power User, Scrum Master
Python scripting experience preferred or Perl, Bash, etc.
