CACI International Program Control and Accounting Analyst 3 in Chantilly, Virginia
CACI is currently looking for outstanding candidates to join our TSA IT Management, Performance Analysis, and Collaborative Technologies (IMPACT) team in the National Capital Region (NCR) and throughout the United States. CACI will provide a variety of IT services through IMPACT including cyber security, identity and access management, risk management, cloud integration and engineering, field support services, service desk, application deployment and optimization, and operations center support services.
CACI will support TSA in both classified and unclassified IT operational environments increasing availability and security for a variety of applications and systems. IMPACT services will integrate with the broader DHS mission and enhance existing Department-wide IT capabilities.

The Program Control and Accounting Analyst 3 is part of the PCA team supporting the program. Ability to effectively utilize corporate systems such as Deltek Costpoint, Deltek Cobra, IBM Cognos, Hyperion, SmartView for MS Excel, etc. to obtain relevant financial data for analysis in support of program financial performance management. This position will work collaboratively with the project managers, planners, schedulers and control account managers (CAMS) and the other PCAs to facilitate accurate and effective program control. This position will be cross-trained with the other PCAs (Deltek Cobra, Hyperion) to eliminate single point of failure risk in maintaining the business rhythms of both the program and those of the CACI finance organization.
Work collaboratively as a member of the PCA team supporting the program and take direction from the PCA Manager.
Work collaboratively with and provide financial support and complex contract analysis to the program manager, CAMs and other functional support personnel (contracts, subcontracts, HR, etc.)
Reviews contract awards and modifications to assure that accounting, billing, finance and funding are aligned properly in the relevant systems
Supports the development of annual operating plans and forecasts and supports monthly quarterly and annual updates.
Identify and quantify any potential Risks and Opportunities not in the forecast
Support the monthly business rhythms of both the program and finance organizations
Preparation of financial reports including monthly program reviews (PMRs)
Participates in managing cost and schedule performance through financial analysis of performance metrics and projections
Support internal financial reporting deliverables as directed by the PCA Manager, such as monthly variance analysis and forecasting
Reports cost and schedule performance to program management office (PMO) and management
Supports all customer and vendor requests for data in support of contract requirements and provides statistical reports with regards to client funding utilization.
Supports decision making of the program team with analysis and recommendations regarding implementation of financial plans and operating forecasts to ensure effective
Develop accurate and timely monthly performance reports for the programs and projects.
Ensure propriety of employee and subcontractor labor charging.
Ensure that clients are billed on time and all charges are accurate and supported.
Responsible for all monthly Accounts Payables and ensure timely and accurate posting of all month end accruals.
Bachelor's degree in Finance, Accounting, Business or a related discipline.
Must have experience performing program control & financial analysis support for fixed price and T&M contracts
Must have experience performing variance analysis, cost baseline preparation and reviews, break-even, and other ad hoc analysis
Must have intermediate knowledge of MS Excel, cost collection, invoicing, and revenue recognition for FP and T&M contracts
Must have experience generating and maintaining EACs for FP and T&M contracts
Experienced in working collaboratively with cross-functional teams
5+ years program control & financial management experience in a government contracting environment
Prior experience using Deltek Costpoint, Deltek Cobra, Hyperion, SmartView, COGNOS
Familiarity with DHS or .Gov Cyber Security programs a plus
Familiarity with DHS Eagle II contract vehicle a plus
Intermediate MS Excel skills, including using techniques such as pivot tables, filters, sumifs and Vlookups to work with large data sets to perform analysis and monthly manual spreadsheet report in support of monthly invoice
