Primary Role

Responsible for assisting in planning, organizing, providing training and overseeing components of the company's Operational Risk Management (ORM) Programs (i.e. Health & Safety, DOT, etc.) to prevent, eliminate or minimize injury, property and productivity losses and to ensure compliance with applicable Company Policies and Procedures as well as Federal, State and Local Regulations.

Key Accountabilities

  • Conducts and oversees ORM related assessments and inspections at company facilities and job sites in order to identify hazards and deficiencies,

  • Recommend and oversee the successful implementation of corrective actions.

  • Conducts incident investigations for root cause analysis and corrective action development.

  • Assists in the development of strategies and programs to ensure compliance with company, federal, state and local regulations as they pertain to ORM.

  • Reports and investigates Worker's Compensation, automobile liability and general liability insurance claims initiated against or on behalf of the company.

  • Assists in the development and implementation and delivery of training programs related to ORM.

  • Develops, creates and implements Operating Procedures.

  • Prepares and delivers reports both internally and externally.

  • Maintaining all associated records according to internal and external requirements.

  • Other duties to maintain compliance and prevent, reduce or control related risks.

Knowledge / Skills


  • Knowledge of applicable federal and state regulations pertaining to ORM/Health & Safety.

  • Knowledge of Company Policies and procedures relating to ORM/Health & Safety.

  • Knowledge of common Water Utility Standards and Practices.


  • Ability to organize and prioritize work.

  • Ability to communicate effectively in a diverse group.

  • Ability to maintain confidentiality.

  • Ability to work independently and in groups.

  • Ability to work effectively in all types of varying environmental conditions.

Experience / Education


  • Minimum of three (3) years directly applicable experience in the utility, construction or general industries.


  • Will substitute formal education for additional experience.

Licenses & Certifications

Accredited trainer certifications (i.e. 1st Aid & CPR, Forklift, OSHA 500/501, etc.)

Work Environment

Outdoor work during seasonal heat and cold, and other adverse weather conditions

Travel Requirements

Up to 10% over night travel out of state. Extensive travel in-state.
