  • Chenega Professional Services SBU, a subsidiary of Chenega Corporation, a world-wide, diversified professional engineering and services company, is seeking a Procurement Administrator . The Procurement Administrator will be responsible for all pre-award contract actions through the development and implementation of strategies, plans, and the management of supplier/subcontractor relationships. Other areas of responsibility include negotiation, planning, administration, compliance.

Duties and Responsibilities:

  • Monitor and interface between the customer and various subcontractors, which may affect administration of an awarded contract.

  • Provide advisory assistance for any new request for proposal (RFP)/ request for quotation (RFQ) activities; review RFP/RFQ for risk assessment; provide advice for teaming strategies; draft/review Teaming Agreements and Non-Disclosure Agreements.

  • Provide interpretation, guidance and risk assessment to management on matters dealing with new business.

  • Review terms, conditions and pricing for proposed NDAs and Teaming Agreements, and assist in negotiations with partners.

  • Review all aspects of proposed relationships following established Chenega policies and procedures, revenue recognition principles and applicable laws.

  • Assist in further development/improvement of pre-award procurement processes and policies

  • Advise management on any aspect of the bid execution which deviates from federal procurement requirements.

  • Oversee and monitor pre-award procurements of subcontractor services and purchasing materials.

  • Assist in the preparation of proposals; coordinate specifics of new tasks with internal customers; draft new contract language when required; develop negotiation position; assist in negotiations, and interpretation of RFPs.

  • Research contract/subcontract issues, disputes, terms/conditions, etc.

  • Maintain master hardcopy NDA and TA files.

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s Degree in related field of study and a minimum of four years’ direct government contract administration experience role. Experience to include:

  • Responding to government solicitations (RFP, RFQ and other requests)

  • Administering various types of contracts, i.e. ID/IQ, CPFF, FFP and T&M and contracts awarded under the GSA schedules.

  • Teaming Agreements and Non-Discloser Agreements.

  • Direct and relevant experience can be substituted for the degree requirement.

Knowledge, Skills and Abilities:

  • Skill in operating a personal computer and standard office equipment.

  • Effective oral and written communication skills.

  • Must possess strong interpersonal skills, be very detail oriented, have strong organizational and time management skills.

  • Must have advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook.

  • Ability to organize and prioritize work.

  • Experience with SharePoint preferred.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
