BMO Financial Group Senior Manager, Financial Crisis Management - US in Chicago, Illinois

Description:

The Sr. Manager, Financial Crisis Management, supports the process of planning, development, quality control, executive sign-off and submission of BMO and BMO US resolution and recovery plan deliverables to relevant regulatory bodies, in line with internal quality expectations and industry best practices. In the context of an actual financial or economic crisis, provide financial and operational support to the key BMO committees responsible for action, in line with expectations set out in the plan.

Accountabilities:

Business Delivery & Operational Effectiveness (Strategy)

  • Support, and lead as required, discussions and reviews with business owners to support the development, maintenance and enhancement of the resolution and recovery plan.

  • Author and/or update presentations on and portions of the resolution and recovery plan.

  • Support the review and sign-offs of the resolution and recovery plan documents by various stakeholders including business owners, senior executives, Steering Committee, board, etc.

  • Project-manage, provide consulting advice, or develop analytic assessments to facilitate regulatory review and Board approval of the plan.

Change & Innovation (Advisory)

  • Review and discuss resolution and recovery plan recommendations, including those from information needs assessment, with process owners. Develop recommendations for presentation to Steering Committee on implementation priorities and execution approach.

  • Support the development and implementation of applicable policies, standards, and operating procedures to support effective risk assessment, internal and external communications and execution of the resolution and recovery plan as required.

  • Demonstrates strong project management and time management skills to successfully manage the development and maintenance of the resolution and recovery plan in conjunction with various business owners and support teams.

Risk Management and Control (Governance and Analysis/Results)

  • Ensures comprehensive coverage of the resolution and recovery plan and effective integration with the various contingency management processes in BMO including the Liquidity, Funding and Capital Management Contingency Plans

  • Support the overall development and implementation of a cross-functional framework to support on-going management of the resolution and recovery plan

  • Maintain awareness of the market and business developments and proactively assess the implication to the resolution and recovery plan. Make recommendations on updates as appropriate.

  • Provide consultative advice to and ensure coordination with other contingency planning and stress testing processes in the Bank.

Relationship Management and Communication

  • Develop the network of internal experts that the team leverages for subject matter expertise and input (in particular, work with the key partners (e.g., Treasury, Capital Management, Risk, Stress Testing, Legal) to ensure the ongoing quality and integration of the outputs

  • Communicate with and educate broader stakeholders as necessary on the implications of recovery and resolution in a going concern and gone concern context (e.g., with business leaders, technology partners, risk partners)

  • Design and develop materials for key internal leadership forums

Leadership

  • Support the building of a transparent and sustainable process to deliver the ongoing contribution of key stakeholders, and ensure the appropriate documentation of information and key processes to ensure continuity of the program through any leadership transition

  • Support the integration of the resolution and recovery plans with other risk and business decision frameworks, embedding resolution and recovery planning into day-to-day decision-making within the Bank

Qualifications:

Knowledge:

  • General knowledge of economic, social and political forces, and resulting regulatory requirements

  • One or more of the followings preferred: MBA, CA, CMA, CGA, CFA

  • 8 years of experience in a global financial institution, preferably in corporate functions

  • Strong knowledge of BMO’s and BMO US’s business structure and operations

  • Experienced in dealing with regulatory issues and requirements

Skills:

  • Strategic/big picture thinking, balanced with an ability and appetite to “dig into” the detailed content and understand the implications

  • Very strong written and oral communication skills to effectively interact with executives and senior managers in LOBs, including ability to synthesize complex and voluminous information

  • Comfort with ambiguity and in working with subject matter experts to address information gaps

  • Ability to manage multiple tasks and meet timelines without compromising the integrity of the information

  • Ability to rapidly move up the learning curve on complex bank issues (e.g. legal entity structure, funding arrangements, technology infrastructure, capital and liquidity dimensions, etc.)

  • Ability to work under pressure/tight timelines

  • Strong interpersonal skills

  • Excellent organizational and analytical skills

  • Strong project management skills and ability to manage and lead cross functional teams

  • Ability to work independently

  • Excellent judgment

  • Attention to detail/ability to identify and address inconsistencies across a significant volume of diverse content
