BMO Financial Group Senior Manager, US Payments Policy in Chicago, Illinois


The Senior Manager, US Payments Policy is responsible for ensuring that product and process policies are aligned to meet the needs of our customers and satisfy all internal policy for all Consumer and Small Business products. Specifically, the Senior Manager will develop, write and maintain credit policies and ensure that an appropriate risk governance framework is in place to support business strategies, product development and profitable portfolio growth.

This role will also be accountable for ensuring that clear, up-to-date operating procedures are in place for all products for all key acquisition and portfolio management activities and providing appropriate training and communication related to all credit card policies created and/or amended. The Senior Manager will collaborate with key support partners / functions and also review and comment on all Risk Management and governance updates on behalf of US Payments LOB including but not limited to all aspects of the credit life cycle, including underwriting, account management and collections for the entire suite of Consumer and Small Business Credit Cards.

The Senior Manager, US Payments Policy’s key responsibilities will include:

  • Develop, implement and maintain the policy framework for US Payments business segment in conjunction with enterprise-wide risk control infrastructure

  • Manage the development, writing, implementation and maintenance of credit policies for Consumer and Small Business credit card portfolios.

  • Assess all linkages to and integration of policy across products to ensure they are clear and concise and support the management of risk while supporting positive customer experience.

  • Manage and support all external regulatory and compliance reporting related to for testing, tracking and reporting on adherence to various policies and procedure.

  • Optimize the effectiveness and efficiency of policies to support all key acquisition (adjudication and decision i.e. approvals and declines) and portfolio management (Balance Transfers, Credit Limit Increases/Decreases) activities.

  • Partner on development of an appropriate credit life cycle matrix for credit card products to ensure that an appropriate control framework is in place for end-to-end processes.

  • Serve as subject matter expert and the primary policy representative for all projects related to regulatory or compliance requirements for US Payments products while contributing insights and flagging and resolving /escalating issues as appropriate

  • Collaborate with Product Managers as appropriate to enhance overall procedures and processes.



  • Typically between 7 years of related experience and/or post-secondary degree in related field of study.

  • Seasoned professional with a combination of education, experience and industry knowledge.

  • Payments Industry-specific knowledge and experience is an asset

  • Strong risk management capabilities

  • Strong business writing skills

  • Strong knowledge of regulatory requirements
