IBM Leader, Program Management Office, Watson Health GHHS in Dallas, Texas
The Leader, Program Management Office provides senior management for the program management group supporting complex systems work in the Watson Health Government Health and Human Services organization. The role will provide leadership for a team of program managers, will directly participate in customer-facing activity, will partner with business leaders to ensure alignment and clear accountability across the organization, and will work with a peer group in advancing process maturity, including process definition and practices such as project management, systems development, resource planning and change management
Understand business objectives and translate strategic intent into rigorous, repeatable operational processes and services to meet these objectives.
Lead, direct and support the effective implementation of process changes ensuring that appropriate change management principles are adhered to.
Develop and mentor program management staff in the applicable Watson Health process components.
Manages multiple reporting levels and has overall responsibility for the program management office
Heighten the capability of the organization’s program management practice ensuring scalable structure and solutions that are aligned with the enterprise and can adapt to changes in needs and support of highly complex, customized environments
Imbed disciplined and experienced project planning and resource management within an individual engagement and across all customers
Establish processes with consistency across all accounts to collect and communicate program status, issues and risks across all levels of the organization, including Executive Stakeholders.
Measure and assess the effectiveness of the Watson Health processes and recommend and implement necessary adjustments with a focus on continual improvement.
Work with peers to define and implement a complete Watson Health operational delivery process.
Build a process and organizational communication framework that supports a completely customer-centric focus across area of responsibility
Actively engage people anywhere in the organization that are needed to support the business
Communicate effectively with all levels of the Watson Health and client organizations; conveys organizational capabilities and strategies, and manages expectations
Collaborate with sales, account management and technical teams to ensure the creation of Watson Health solutions that meet ever changing business requirements
Actively sponsor, support and reward organization-wide experimentation with new and/or different approaches.
Resolve major organization challenges in consultation with senior management team
Engage in customer-facing activity, including pre-sales support, in delivery of Watson Health products and solution as well as training and mentoring of staff in client engagement.
Maintain and leverage relationships inside and outside the company through which he/she can generate resources or information
Evangelize and present Watson Health’s approach to business intelligence and data warehousing solutions to potential customers and at technical and healthcare industry conferences and other relevant sponsored events
Understand and communicate internally and externally on market trends in areas such as complex systems development program management best practices and trends

Demonstrated ability to excel in a matrix organization, collaborating with others and establishing working relationships through effective communication at different levels
Required Technical and Professional Expertise
12+ years of relevant program management experience with the design, implementation and delivery of complex management information systems within state or federal health and human services, including Medicaid Management Information Systems, large scale business intelligence/data warehousing projects as well as establishing and managing a program management office.
Project Management Professional (PMP) certification, with hands-on experience with complex systems development projects, particularly with Medicaid/Health and Human Services.
Strong CMMI experience, with hands-on knowledge of CMMI Development Model 1.3 and experience leading a formal appraisal process
Demonstrated delivery experience in a variety of development lifecycles
In depth understanding of data warehousing implementation and operations best practices, project/program management best practices and application development best practices
Preferred Tech and Prof Experience
