Job Description:

In the Downstream Manufacturing Strategy for Turnaround excellence, Shell maintains the role of the management entity for the planning, preparation and execution of all Turnarounds activities. Critical to this strategy is a Turnaround Engineer that fully understands and manages the effort of providing assurance to all the phases of the turnaround activities. The position is a developmental role for future Turnaround Site Manager or Event Manager.

Accountabilities:

  • Provide technical expertise needed to safely and efficiently plan/execute all turnaround activities in accordance with applicable premises, approved work processes, and engineering standards.

  • Develop technical expertise and skills to support major maintenance activities in preparation to possible future role as a Turnaround Site Manager or Event Manager.

  • Provide engineering support to the Site Turnaround Planning Department.

  • Advocates the Downstream Turnaround Work Processes.

  • Prepare bid packages for engineered equipment and service contracts.

  • Coordinate input from the technical disciplines.

  • Input into the procurement strategy and assist in assembling acceptable bidders with procurement and technical disciplines.

  • Participate in technical bid conditioning and tabulation for engineered equipment.

  • Act as team lead in engineering and design package development for scope items requiring detailed specification.

  • Oversee contract piping designers including determining resource requirements and cost estimate.

  • Coordinate package assignments to designers, overview progress, and review completed packages for approval.

  • Complete the design packages and plans for the larger and complex vessel code packages.

  • Recommend contingency materials needed to be on hand during turnaround based on equipment history, turnaround scope, and cost and availability.

  • Coordinate engineering review of decon chemical cleaning, passivation plans, and coordinate design of temporary piping for support.

  • Provide and coordinate engineering support for Turnaround execution which includes;

  • Serve as the focal point for all Shell equipment specification questions and issues.

  • Problem solving and resolution of constructability issues involving equipment design.

  • Drive cost effectiveness and evaluation of discovery work options.

  • Participate in schedule reviews for critical operations and maintenance tasks.

  • Coordinate risk assessments for high risk activities.

  • Support Management of Change (MOC) process for turnaround activities, including necessary temporary facilities, as required.

  • Understand interfaces and handoffs between Turnaround Planning and other organizations (projects, P&T, technical disciplines, operations), and facilitate communications between all work groups as appropriate.

  • Develop QA /QC plans for turnaround.

  • Ability to organize and facilitate optimization for TAs including, but not limited to readiness reviews and scope challenge sessions.

  • Accountable for all the TA and FBC business planning activities and Solomon data submittal.

  • Normal work hours during planning but expected to work six (6) to seven (7) days per week during execution with up to thirteen (13) hours per day.

  • Opportunity for interested individuals to act as a TA Block Coordinator or TA Field Coordinator for development purposes, or act as a TA Night Shift Lead during execution.

Requirements:

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.

  • Bachelor's Degree; Engineering or Construction management preferred.

  • Minimum five (5) years’ experience in refining and/or petrochemical operations, maintenance, projects or engineering. Experience in Turnaround work process is an advantage.

  • Proficient in Microsoft Office (Word, Excel, and MS Outlook) and Global System Applications and Products (GSAP) required.

  • Demonstrated ability to balance and deliver results in the 5 performance areas of safety, environmental, quality, schedule and cost.

  • Demonstrated ability to deliver results against industry (Solomon) benchmarks in turnaround cost and duration.

  • Proven track record working in a fast paced and highly demanding environment with multi discipline organization

  • Proven effectiveness working in a team environment, building consensus, and customer focus.

  • Excellent written and verbal communication skills required.

  • Knowledge in Management of Change (MOC) process preferred.

  • Strong leadership, coaching, and organizational skills preferred.
