Summary:

· ThePhysical Evaluation Board Liaison Officer (PEBLO)shallprovidemedicaladministrativeservicesinacivilianMedicalTreatmentFacility(MTF).

Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

· Plan and complete necessary Medical Evaluation Board (MEB) process activities from the time of notification of the need to evaluate an active duty member's fitness for duty until a disposition is made by the Secretary of the Air Force Personnel Council.

· Will process Review-in-Lieu-of (RILO) MEB cases for assignment limitation codes.

· Responsible for obtaining, assembling, and forwarding all documents and records required by the Physical Evaluation Board (PEB).

· Receive and respond to inquiries from beneficiaries, DoD Components, other agencies, and various Interested parties.

· Assists the medical professional staff and other staff members on the regulatory and procedural aspects of profiling and disability processing.

· Provides MEB orientation program and on the job training for assigned staff personnel as required.

· Monitors the effectiveness and efficiency of the local MEB, Line of Duty (LOD), and Temporary Disability Retirement Listings (TDRL) programs using the Patient Administration self-inspection checklist.

· Extract, maintain, and analyze statistical data from various disability evaluation system sources.

· Generates standard and customized management reports and charts.

· Brief the Commander and other staff members regarding MEB status.

· Will assure necessary arrangements are made for members to travel on temporary duty status to and from other locations as required.

· Update local program documentation, i.e., patient handouts, training documents, checklists, operating procedures, etc

· Advise service members and medical staff on PEB findings.

· Assist in preparing appeals and rebuttals and coordinates the assignment of legal counsel.

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

· Associate Degree in business administration, management or health care organizations from an accredited college or university.

· Minimum Two (2) years relevant work experience required.

· Hold a minimum of current Heartsaver (HS) Basic Life Support (BLS) certification using American Heart Association guidelines.

Knowledge, Skills and Abilities:

· Use basic computer skills to enter patient data and extract patient's information, from

a variety of sources to Include Composite Health Care System (CHCS), Armed Forces Health Longitudinal Technology Application (AHLTA), Preventive Health Assessment IndividuaL Medical Record (PIMR) and Defense Enrollment Eligibility Reporting System (DEERS). Veterans Tracking Application

· Expert knowledge of the TRICARE and Disability Evaluation System (DES) program policies and reference manuals.

· In-depth knowledge, experience, and training to handle and solve complex cases that arise when addressing fitness for duty or physical disability evaluation Issues.

· Tact, diplomacy, and restraint in counseling and explaining entitlements, benefits, and responsibilities to all customers.

· Master of oral and written communication and customer service principles, methods, practices and techniques analytic methods, to Include using research tools and statistical analysis and, Interpersonal relations practices.

· Knowledge of basic principles and practices relating to the entire military healthcare delivery system.

· Knowledge of DES processing regulations, instructions, procedures, and policies to assure timely case processing.
