Summary:

  • TheSpecial Events and Conference Security Managerserves as the lead in the execution of SOC responsibilities for MDA conferences/meetings/tests and special events. Supports various MDA domestic and international sponsored conference events with access control and provides a security protective dome to the event and participants. supports the MDA Security and Emergency Management Directorate (DSS) in managing Security Operations Services at MDA facilities at various locations in the United States.

  • The mission of the Security Operations Center (SOC) is to provide the highest level of professional security operations across the MDA enterprise supporting facilities, resources, personnel, meetings, missions, and conferences both nationally and internationally allowing the Agency to achieve its strategic goals.

Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

  • Coordinates and monitors sensitive aspects of the DOD, DOE and other national industrial security programs, ensuring compliance with government and security policies and procedures

  • Develops and implements security procedures in coordination with government agencies and management personnel to further agency’s goals relating to Ballistic Missile Defense events and conferences

  • Produces and reviews technical documents to provide recommendations to improve security methods, performance, or efficiency.

  • Monitors and provides assistance to the MDA Collateral Courier Card Credential program

  • Verify and establish possession for Overseas Courier Authorizations for MDA travelers as well as provide assistance in meeting DoD/MDA requirements to those customers

  • Develop procedures and coordinate annual or regular security procedure reviews and/or manual revisions.

  • Serve as lead instructor for First Aid/CPR/AED in the region and serve as MDA HQ NCR representative for emergency medical planning, response equipment/supplies or occurrences; as well as liaison to the National Chapter of the American Red Cross

  • Select, train and publish security awareness for all cleared corporate personnel identified to support the security operations of an event or activity

  • Serve as Contract Compliance Agent and receive certification by Virginia Department of Criminal Justice Services

  • Oversees, coordinates with and directs the SOC staff to ensure all SOC supported special functions are executed in an efficient, consistent and professional manner. Conference support requirements range from the development of attendance database rosters, conference badge development, on-site surveys, security plan inputs, and determination of manpower requirements.

  • Provides badges for MDA special events such as awards, promotion and retirement ceremonies.

  • Provides after action reports, statistical summaries, and appropriate briefing presentations as required.

  • Serve as team member to mid and high level working groups within the agency to integrate security procedures into the meeting, event, and/or conference process planning to ensure compliance with current security procedures and provide security operations and administrative efforts to attendees, delegations, and dignitaries.

  • Manages and supervises management and hourly staff to ensure operations support to include: badging, common access card, visitor control center and conference events are being executed in full compliance with contract requirements.

  • Monitor and conduct security briefings and security education programs to maintain a prepared pool of security officers for ad hoc security missions or in support of Global Security Center requirements

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Be at least 21 years of age

  • Minimum of a BS/BA degree in computer science or computer related fields and/or equivalent training and experience.

  • Eight (8) years management experience preferably with a civilian police force, military police force, or civilian security guard organization.

  • Ten (10) years' experience in security or law enforcement administration and substantial operations experience in the armed forces, security, police, or civilian equivalent or related field, eight (8) of which is at the supervisory level.

  • Eight (8) years of progressively responsible general experience gained in analytical decision making and administrative work and activities at the executive management level.

  • Eight (8) years of specialized experience directly related to the work performed in access control, badging or common access cards.

  • Successfully completed all training and have obtained all required permits, licenses, certifications and security/medical clearances for the site.

  • Be able to meet drug testing and alcohol – free workforce requirements to include random drug and/or alcohol testing

  • Eight (8) years of specialized experience directly related to the work performed in access control, badging or common access cards.

  • Successfully completed all training and have obtained all required permits, licenses, certifications and security/medical clearances for the site.

  • Have no felony convictions and no convictions that reflect on the individual's reliability including those crimes classified under the Lautenberg Act.

  • Eligible to obtain and maintain a Secret Clearance

  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.
