  • T The GIS Analyst II will provide a high technicality coordinating DPW Engineering aspects of the DPW's Installation Geographic Information System (IGIS) design, implementation, quality control and functionality. All projects will extensively use Spatial Data Engine (SDE) multi-user geodatabases.

Duties and Responsibilities:

  • Implements GIS analysis and mapping solutions and other technical work related to the GIS needs of the DPW Engineering Department.

  • Preparation of documentation for programs and processes.

  • Performs field data verification utilizing as-builts documents or other methods.

  • Update and maintain map series and related coverage using ESRI ArcMap.

  • Responsible for creating, maintaining, and the electronic storage of files and maps.

  • Assist staff with engineering-based GIS and spatial analysis projects, problems, and training.

  • Collect, process, and analyze mapping-grade to precision GPS/GNSS data to include detailed feature class attribution.

  • Collect, process, and analyze data for ortho-photo mosaics.

  • Prepare GIS products for publication including high quality cartography and other electronic briefing materials.

  • Develop new GIS geo-processing and analysis methods or techniques.

  • Conduct GIS and spatial analysis project and data reviews.

  • Assist staff in the field to more thoroughly understand projects, and to improve GIS and

spatial analysis and workflows.

  • Develops, advises and maintains project tracking work flows using GIS to visualize and aid in planning.

  • Works in an extensive enterprise level GIS database utilizing SDFIE 3.1 data schema.

  • Works closely with customers to identify requirements and implements advanced analytical techniques necessary to solve complex GIS issues.

  • Has an understanding of converting GIS data to CADD format and vice versa.

  • Implements Army Quality control and assurance guidelines in accordance with AR 115-13.

  • Works with multiple organizations of the Directorate of Public Works (DPW) to include but not limited to the Business Office, Engineering Department, Maintenance Division, and Real Property Planning Division.

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • B.A. or B.S. in geography or cartography or related field

  • A minimum of Five (5) years’ experience with GIS and related technology using seasoned judgment to develop new insights into complex situations, apply innovative solutions to novel problems, and design new methods where established methods and procedures are inapplicable or are unavailable.

  • Have a Valid Driver’s License.

  • Ability to acquire a DOD Common Access Card (CAC).

Knowledge, Skills and Abilities:

  • Knowledge of the theories, principles, and methods of Geographic Information Systems (GIS).

  • Ability to create maps and other graphics.

  • Geospatial program management and coordination.

  • GIS database administration.

  • Demonstrate skills using ESRI ArcGIS 10.x

  • Experience using GPS units for field data collection.
