The Biometrics / Forensics Intelligence Analyst will provide Biometrics and forensics/site exploitation capability development experience to develop, coordinate and intensively manage Biometrics intelligence and forensics/site exploitation requirements and processes across all echelons for the Army.
Duties and Responsibilities:
Provide technical support to biometrics enabled intelligence systems within the Human Domain functional area
Provide sustainment, life cycle support for new/emerging biometrics and biometrics enabled intelligence capabilities including:
Provide technical support to forensics / site exploitation capabilities within the Human Domain functional area
Support sustainment, life cycle, and new / emerging forensics exploitation capabilities including:
Joint Capabilities Integration and Development System (JCIDS) Documentation
Support and adhere to the JCIDS process
Provide technical support to the sustainment and management of biometrics and biometrics enabled intelligence and Forensics/site exploitation systems requirements and capabilities for the JCIDS process.
Develop, revise, and/or update migrate biometrics and biometrics enabled intelligence systems requirements to JCIDS documentation as required by Army Futures Command and/or Department of the Army (DA), (e.g. CDD, CPD, RDP) and other documentation in support of the JCIDS capability milestone decision processes.
Update documentation related to biometrics and biometrics enabled intelligence systems’;
Threats and vulnerabilities
System concepts and operation
Logistics, sustainment, and fielding plans
Provide input to new or updated/revised Architecture Views, and/or other graphic CONOPS or CONEMPs.
Review and provide comments and/or other input to PM and Product Director (Pd) regarding biometrics and biometrics enabled intelligence systems SV and TV.
Provide support to assist in the development of biometrics and biometrics enabled intelligence systems related test documentation, e.g., COIC, DOTSP with OMS/MP, TEMP, and MOPs/MOEs.
Provide technical input to biometrics and biometrics enabled intelligence and Forensics/site exploitation systems Design Reviews, Pd Program Management Reviews, IPTs, sub-IPTs and WIPTs.
Prepare independent assessments and analyses to formulate and present recommendations for Government approval.
Participate in and provide support to biometrics and biometrics enabled:
Human Domain related working groups
Intelligence Warfighting Function (IWF) ISR Portfolio Reviews
Support the USAICoE CNA working groups.
Participate in and provide support to the Human Domain associated CTSSB, and if conducted, the DDIST Training PAT.
Provide technical support to Mission Command, CECOM-SEC and as appropriate and change management process via the CCB.
Provide user perspective technical support Human Intelligence (HUMINT) and Counterintelligence (CI) Control Cell Interactive Multimedia Instruction (HCC IMI) development activities or other DDIST systems related Human Domain training initiates.
Determine and coordinate biometrics and biometrics enabled intelligence and Forensics/site exploitation systems related system initiatives and associated interoperability requirements.
Provide support for biometrics and biometrics enabled intelligence systems and Forensics/site exploitation migration to cloud computing environment.
Evaluate the use of emerging technologies and Quick Reaction Capabilities (QRC) with Human Domain requirements being considered for migration to PORs.
Provide technical support for biometrics and biometrics enabled intelligence systems peripheral for use by emerging systems and/or PORs.
Support the ACM-F in reviewing biometrics and biometrics enabled intelligence systems documentation and provide comments to the ACM-F e.g., ISP, Acquisition Strategy, A/B Specifications reviews, Functional Baseline reviews, and BOIP.
Provide user support to other PM/Pd acquisition initiatives, and other program management, engineering and developmental test support activities.
Provide user support feedback and technical advice to:
Single software baseline
Other Human Domain CI initiatives
Embedded training capabilities
Other related training software.
Review biometrics and biometrics enabled intelligence systems test plans and participate in technical testing and user juries from a user perspective in new or enhanced biometrics and biometrics enabled intelligence systems software versions.
Participate on behalf of the ACM-F for user representative perspective on CCBs or biometrics and biometrics enabled intelligence systems related artifacts.
Provide user input to the ACM to support PM/Pd during the annual Program Objective Memorandum (POM) process.
Testing, Exercises, and Demonstrations
Provide intelligence operations support and technical support during biometrics and biometrics enabled intelligence systems DT and OT activities.
Provide biometrics and biometrics enabled intelligence systems SME input to test;
Test data requirements
Associated test procedures
Assist in the development of intelligence workflows, system threads and test related TTP.
Provide support to and assist in the development of biometrics and biometrics enabled intelligence systems related test documentation, e.g., COIC, DOTSP with OMS/MP, TEMP, and MOP/MOE.
Provide biometrics and biometrics enabled intelligence systems related operations support during assessment and exercise event preparations and participation (e.g. EC, NIE, AWA).
Conduct and facilitate ACM-F coordination with other offices, agencies and/or CoE for exercises and exercise support.
Provide procedural oversight and over-the-shoulder guidance to military intelligence analysts/system operators during these test and assessment exercise events.
During each test activity or assessment exercise, provide ACM-F and PM/Pd with a user perspective of biometrics and biometrics enabled intelligence systems software in order to generate:
Software change requests
Software incident reports
Requirements change requests and/or other engineering assessment matrices.
Provide ACM-F and PM/Pd biometrics and biometrics enabled intelligence systems operational intelligence related data/workflow diagrams or matrices based on lessons learned at the completion of each developmental test/exercise segment.
Provide technical support to the change management process via the CCB.
Provide technical support to ACM-F, USAICoE, PM/Pd and the ATEC test community to support the test DAG, system documentation verification and validation (V&V), and system training certification.
Other duties as assigned
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
Bachelor's degree in a biometrics or forensics discipline
or 4 years equivalent military experience in
Military Intelligence or
Military Law Enforcement operations using biometrics/forensics and TTPs.
6 years Biometrics / forensics experience within the past 10 years
Experience with the Counterintelligence (CI) and Human Intelligence (HUMINT) Automated Reporting and Collection System (CHARCS)
Knowledge, Skills and Abilities:
Excellent written and verbal communications and customer service skills
Knowledge of the DoD ABIS, BAT-A or other DoD biometric programs
Ability to work independently and as a team member
Ability to travel frequently (up to 30% of contract support time)
Ability to handle controversial situations with tact and diplomacy.
