Job Summary



TheATC Specialist Training Managerprovides the necessary tools to ensure ATC personnel are properly trained and certified/qualified. The ATC Specialist Training Manager provides the vehicle by which ATC personnel are kept current and proficient within their discipline in accordance with the Contractor developed training plan and program.

Principal Accountabilities

  • Develops, updates and modifies the training program annually, as required or when directed by the CO.

  • Conducts ATC training IAW AFI 13-305 volumes 1-3.

  • Maintains individual training records and documentation of required training and certification throughout the Period of Performance.

  • Track and document currency requirements and submit reports to PM as required.

  • Provide position qualification recommendations.

  • Develop and provide all reports, training plan(s), syllabi, and training analyses by the due dates specified in the contract PWS.

  • Evaluate, develop, validate and submit for publication instrument flight procedures using US and International criteria.

  • Applies valid FAA, North Atlantic Treaty Organization (NATO) Standard Agreement (STANAG) for Instrument Approach and Departure Procedures and ICAO Procedures for Air Navigation Services (PANS-OPS) criteria to evaluate procedures developed from HN’s instrument procedures development offices based on approved aeronautical information.

  • Steer projects from conception to implementation, and through constant review, to ensure the accuracy and validity of the procedure.

  • Evaluate, develop, validate and submit for publication instrument flight procedures using US and International criteria.

  • Prepares seminars on TERPs criteria and automation programs. Ensures compliance in accordance with applicable national and international standards.

  • Ensures aeronautical procedures comply with United States, ICAO and NATO design standards for air navigation and air traffic control. Ensures that any deviation from standard criteria are identified and corrected.

  • Corrects any deficiencies and notifies personnel and organization as required.

  • Prepares presentations on US and international criteria changes before change implementation date, and notifies user community.

  • Conducts theater-wide air traffic system review to identify shortfalls in the application of terminal instrument procedure criteria.

  • Researches and validates maps, Aeronautical Information Procedures, aviation information networks, personal queries, intelligence imagery and surveys.

  • Reformat HN data and designs into the accepted DoD standards.

  • Plans, organizes, and manages initiatives for correcting deficiencies. Coordinates with DoD and host nation air traffic agencies to ensure Air Force procedures meet theater-wide standards.

  • Perform other qualified duties as assigned

Knowledge & Skills

  • Must have experience in DVOF, DAFIF, and FLIP.

  • Must have expert level knowledge of regulations, aviation procedures, and needs of the USAF throughout the CENTCOM Theater.

  • Knowledge of ATC rules, regulations, and techniques; control tower and approach control operations.

Experience & Education

  • High School Diploma or equivalent.

  • Graduate of an approved DoD or FAA ATC course.

  • Eight (8) years of experience as an ATC Specialist or Two (2) years if current position is in an ATC management role.

  • One year of experience must be from performing in a like type facility.

  • Shall hold one of the following radar certifications ATCS certificate, FAA Credential, FAA or DoD training records if staffed in a RADAR facility.

  • Shall hold an FAA Control Tower Operator (CTO) certificate or FAA Credential with Tower rating if staffed in a Control Tower.
