Primary Job Duties & Responsibilities:

Develops best practices for data management, data derivations, rules; and data requirements that align with standards and regulatory compliance. Leads data roadmap and model discussions and development with Architecture and IT. Contributes to the development of Data Management standards. Oversees and directs staff in managing data needs of internal and external clients. Consults on projects, resolves complex data issues and provides training and education to clients and staff. Ensures that data capture through delivery aligns with business and data roadmaps within architectural and data standards and best practices. Assists in the development and implementation of data management policies, procedures and best practices. Ensures new development aligns with business information model, business strategy and business intelligence and data roadmaps including attributes, structures and relationships. Directs table design, structure and population. Demonstrates thorough understanding of overall data models, data relationships, mapping lineage and business rules. Pro-actively provides guidance to strategic projects around accuracy and availability of data. Monitors, identifies, investigates, prioritizes, remediates and communicates data quality issues. Actively establishes data profiling rules and integrated profiling results into Data quality processes. Actively participates in the utilization of emerging technologies. Provides leadership by setting priorities, assigning work and coaching/mentoring unit members. Participates in the development and management of strategic goals and objectives for the data management unit, division, and enterprise. Establish, monitor and ensure adherence to the strategic goals and objectives of the unit. May lead complex projects involving high level of coordination among departments and business areas. Data Governance: Designs and implements metadata repositories. Leads development and implementation of appropriate data governance policies and ensures compliance. Actively participates in defining, loading and maintaining metadata. Seeks opportunities to enhance data management maturity. Provides data governance oversight and setting of standards. Establishes and implements the data quality program and leads the execution to ensure data quality standards are being met. Data Analysis: Actively participate in designing data solutions and provide input for new data standards (structure, values, relationships, quality standards). Oversee proposed data design to ensure it meets the need for change over time with minimal rework. Oversee the completion of data mapping rules (business rules) which includes determining appropriate data source, data values, field definitions and attributes adhering to the data standards. Develops analyses of business, financial and/or statistical data to support key business plans and results. Oversees and/or assists in the analysis of customer requests (internal and external regulatory) for changes/data requirements to production systems, determines impact on existing systems, processes and develops appropriate specifications, enhancements and/or procedures to comply. Serve as data expert for significant projects with broad impact to business and enterprise performance. Conduct data rationalization to reconcile various sources of data into data models. Oversees and conducts thorough analysis of data in preparation for retiring old capabilities. Manage the testing and verification processes ensuring accurate results, including development and oversight of testing strategies and plans. Build data solutions for complex and/or ad hoc data queries. Understands and provides input to end to end data flow and lineage from capture at source, to storage, to delivery and its business intent at each stage (i.e. capture, transformation, fragmentation, editing) based on published best practices and standards. Handles complex root cause analysis of business data issues and provides technical data guidance on complex issues. Oversee the creation of strategic solutions for architecture for managing of data including transformation logic, rules entities as well as business requirements and specifications. Represent unit and department functions as part of Data Management committees with internal and external areas, including Product Underwriting, Statistical Bureaus, etc. Represents functional unit and/or departmental needs as part of Data Management committees with internal and external areas, including Product Underwriting, Statistical Bureaus, etc.

Job Summary:

Positions within this family ensure data is properly managed and leveraged from Source to Storage to Delivery in the most efficient and effective way to benefit the organization. This position performs accountabilities under limited supervision, oversees and optimizes data resources through: Development and implementation of data management best-practices and principles and advanced data analysis approaches including business model oversight of entities, attributes and relationships. Provides data subject matter expertise to business and IT organizations. Pro-actively provides guidance to strategic projects around accuracy, usage and availability of data. Manages data initiatives and activities affecting major systems and data environments. Directs building of strategic solutions including transformation logic, business rules, entities and attribute relationships. This job may lead others. Limited supervision: the employee uses his/her own creativity to get the job done. Decision making is left up to the employee. The employee receives assignments in general terms and is free to work out the details according to his/her own judgment. The employee is expected to interpret regulations and policies independently.

Education, Work Experience & Knowledge:

Bachelors degree in STEM (Science, Technology, Engineering, Mathematics) or Business preferred. 6 years experience in data management or related experience preferred. 2-3 years of management experience preferred. Insurance knowledge preferred. Demonstrates thorough understanding of overall data models, data relationships, mapping lineage and business rules. Acts as subject matter experts on various aspects of data availability and usage, assisting in the arbitration of differences of data interpretations and guidance to projects, business and technology areas.

Physical Requirements:

Operates standard office equipment. Requires extended periods of computer use. Requires extended periods of sitting.

Minimum Qualifications:

Bachelors degree or equivalent education or 4 years analytics experience required. 3 years analytics experience required.
