Title: Senior Manager, CoE Leader (Application Development Compliance)

Job Overview:

We are currently looking for a passionate, innovative, results-oriented technology leader with heart-deep commitment to success. This role guides the strategic direction, operations for the Application Development Compliance CoE to ensure technology compliance of all applications built by various development teams residing within Deloitte Functions. Leads and oversees all staffing needs for the CoE to embed appropriate resources into the development teams to work alongside FSS development resources teaming to build applications in line with Deloitte technology standards. Manages all design, architecture, SCM and performance testing resources who will be embedded into development teams. Directs, evaluates and monitors the compliance and facilitates discussions with various departments around business objectives and standards compliance. Monitors compliance to standardized procedures and best practices and creates new policies and processes as needed. Performs a combination of professional and management duties over work staff. May serve internal or external clients.


  • Spearheads the governance activities for all application development projects across Deloitte FSSs including design, development and delivery aspects of a product(s). Partners with business and technical leaders to deliver, maintain, support enterprise wide business solutions.

  • Interfaces with customers, technology account executives, and product development leadership resources to CoE strategy and bring innovation to the business by developing technology strategy. Guides discussions with the business and development teams to understand and analyze their technology and application needs and objectives. Partners with CoE resources to ensure compliance with all Deloitte technology standards. Works with teams to ensure that the business needs are clearly understood and the technology implemented meets the needs and expectations.

  • Manages the staffing needs to assign create and assign appropriate capacity to each FSS portfolios. Monitors and prepares work plans, budget, and schedules. May directly manage the budget and timelines. Also, may engage leadership in the budgeting and planning process and provide leadership with status updates and potential issues.

  • Manages all activities of the CoE, aligning the technical capabilities of the team with the business needs.

  • Supports the Account Team model in all aspects of the product suite, including planning, roadmap, staffing/sizing, sequencing and prioritization.

  • Facilitates, through the Account Team model, client expectations and relationships with the business customers, timely resolving all issues, escalations, risks and conflicts.

  • Manages all financial aspects for all new application development and support projects executed within the portfolio.

  • Coaches and mentors all team resources helping grow the next generation of leadership pipeline. Sets goals, performance metrics to measure team and individual performance to help develop our people.

  • Serves as a subject matter expert in resolving complex issues. Participates in and may support the creation of practice communities to develop channel expertise.

  • Oversees and conducts research on technologies both internally and externally; Understands business and industry direction to determine and provide advice on product roadmaps.

  • Monitors compliance with standards, procedures, and methodologies in the development life cycle are followed. Develops and implements new tools, policies, and procedures as required.

  • Develops strategic planning forecasts, growth projections, performance improvement estimates, cost avoidance metrics, etc. as they relate to strategic objectives. Works with the business leadership and Product Owners to analyze the cost / benefit / risk of a proposal.

  • Manages relationship with outside vendors.

  • Performs other job-related duties as assigned.



+ Understanding of key technologies in the following areas dependent upon product suite alignment with a Technology stack e.g. Microsoft, SAP, OpenText, Mobile, BI/Analytics. Additionally, Deep skills in financial management, customer management, product innovation life cycle management, delivery management and performance management (people development, team enablement, coaching).

  • Bachelor s Degree in Business Administration, Computer Science, Engineering, or related technical/business discipline; 10 years of related experience

Experience with the following Technologies/Methodologies required:

  • Understanding of .NET Framework development techniques

  • Microsoft .NET, complementary business layer and front-end technologies.

  • Microsoft SQL Server and other most common backend Microsoft technologies.

Experience with the following Technologies/Methodologies preferred:

  • Agile development environment especially SCRUM using VSTS.

  • Microsoft SharePoint development technologies

  • Messaging architectures (EAI), SAP, XML, SOAP, and Web Services.

  • Data Warehousing and Master Data Management.

  • Electronic commerce, EDI, B2B architectures

  • Messaging architectures SOAP and REST with JSON text encoding.

  • GPS, location based services and other device hardware interactions

  • Usage of automated build and/or unit testing and integration systems

  • Excellent communication, presentation, influencing, and reasoning skills to earn support of business leaders, technology leaders, colleagues, and vendor representatives.

  • Experience with Microsoft and Apple frameworks, with extensive knowledge of technical design patterns and anti-patterns.

  • Capable of building sustainable relationships with colleagues and key individuals.

  • Creativity and ability to think outside-the-box while defining sound and practical solutions.

  • Desire to take the initiative, moving projects/ideas forward with clarity.

  • Adept negotiation skills in high-pressure situations.

  • Leadership skills to indirectly lead cross-functional teams towards common solutions.


  • Minimal travel (<10%) is required.
