The Project Request Consultant (PRC) is expected to understand in detail how projects are delivered, Shell’s contracts with infrastructure suppliers, and how projects deliver value back to Shell. A background in projects, either as a Project Manager or Business Analyst is essential as the PRC will be working closely with Project Managers, Delivery Leads, Portfolio Managers and suppliers on a daily basis.
The PRC will work in the IT Services Infrastructure projects and Product Development (IPPD) organization. The PRC team sits within the Project Services Operations organization to act as an advocate for Shell to external infrastructure suppliers. In their role, they will routinely interact with and help resolve commercial issues between Shell and supplier project managers, PMO organizations and management.
The PRC helps ensure that projects are initiated efficiently by reviewing project requests, assessing size and scale of the project, and submitting the projects to suppliers for review and proposal development. PRCs will review the proposals submitted by the suppliers for clarity, adherence to contract terms and the Shell projects development methodologies. They will intervene as needed either negotiating with the supplier directly or by facilitating conversations with the Shell and supplier representatives.
Major Responsibilities include:
Project initiation of infrastructure projects. Project review, assessment and assigning to supplier.
Intervenes to ensure that projects start smoothly, and that targets for project initiation are met/exceeded.
Help & Guide Project Managers to create project proposals or creating project proposals on behalf of PMs directly.
Review project change requests for accuracy and adherence to Critical Service Level rules
Protect Shell’s commercial interest by ensuring that all projects are correctly assessed for chargeability, and that 3rd party suppliers comply with contract commercial terms. Works closely with Contracts and Procurement to resolve disputes.
Be seen as the commercial expert on infrastructure supplier agreements.
PRC’s are expected to understand the contracts in place with our suppliers and to firmly defend Shell.
Negotiate commercial agreements as required.
Interface for 1 or more external infrastructure suppliers to ensure that commercial and performance objectives are met with respect to project initiation.
Builds relationships with key supplier stakeholders and exerts influence.
Builds relationships with key business stakeholders to resolves issues and manage expectations
Participate on continuous improvement teams to implement changes in the projects processes
Help develop, or influence design of tools used in the projects process such as the Excel based pricing sheet, work flow project request tool and project tracking tools (PPM)
Train and teach stakeholders in Shell’s approach to infrastructure projects.
Advocate for Shell by representing Shell’s contracts with external suppliers .
Engaging stakeholders in different organizations at the appropriate levels to ensure that requirements are clear and appropriate, expectations are managed and that the aims of the project or programme align with business needs, infrastructure requirements, and relevant Shell standards.
Estimating project costs, timescales and resource requirements in consultation with PM to prepare Proposal to agreement with Suppliers .
Following PSO requirements for proposal templates, pricing sheets, and processes; working with IPPD Resource Managers, PSO Project Administration Reporting Analysts (PARAs), and with Contracting & Procurement to resolve any issues.
Meeting proposal due dates to satisfy customer requirements and CSLs (Critical Service Levels).
Identifying project quality issues and project risks, incorporating them into proposals and bringing them to project manager’s attention.
Evaluating and making recommendations/decisions on options (as appropriate).
Participating in the development of IT infrastructure standards, methods, guidelines, techniques, tools and control structures, particularly in the area of IT project initiation and planning.
Developing a close working relationship with other PSO/PPS team members, and with the PSO PRC and PARA teams, to ensure that the process for initiating infrastructure projects is as seamless as possible.
Transitioning approved projects successfully and smoothly to the selected IPPD project managers and infrastructure consultants.
Reviewing proposals prior to submission to ensure that they meet quality requirements, e.g, the PSO PARA Quality Assurance checklist, to meet QA and rework reduction goals.
Promptly updating reports and responding to requests with current status of outstanding requests and proposals.
Supporting IPPD escalation process as needed.
Contributing to and implementing IPPD/ISP process changes.
Requires expertise to identify infrastructure solutions, plan projects, and develop project proposals for projects which are either complex and broad in scope or that require specific experience and expertise in an area required by Business-specific services Operate and exert influence in a complex and dynamic environment across all Shell businesses and multiple 3rd party suppliers.
Working through influence rather than direct control in an area of significant importance to the reputation and delivery of IT infrastructure
Work with processes which are customized to the specific nature of the supplier contracts and require specialist knowledge/expertise
Contractual agreements need to be translated into tangible and detailed procedures and guidelines (e.g., Project Charging Guide).
Understanding the business context of specific infrastructure projects so that priorities can be set accordingly.
Ensure correct balance is maintained between speed of project initiation and commercial rigour.
Maturing the relationship with infrastructure suppliers towards a partnership model while retaining safeguards to protect Shell’s commercial interests.
Being able to deal with a virtual team running a 24 hour operation across multiple locations, time-zones, and cultures.
Working in a Virtual team across multiple time zones may require availability during early morning and/or late evening hours. Managing time and work-life balance is critical.

Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor's Degree or equivalent level of experience in IT, Business Administration or similar field.
Minimum four (4) years experience in project management, or commercial roles.
Prior experience as an infrastructure PM, preferably within IPPD or with AT&T, HP, or T-Systems; or prior experience with Infrastructure Sourcing Programme via experience with Shell IDA organization
Strong at building external relationships and negotiating positive outcomes.
Excellent English written and verbal communication skills.
