We are looking for an experienced and motivated individual to fill the position of Risk Engineer Advisor within our Permian Delaware Basin group based in Houston, TX. Travel to West Texas and South East New Mexico is required and estimated at 30%.

Essential Job Duties:

• Serving as the Asset’s subject-matter-expert (SME) with regards to the requirements and programs to manage the Asset’s HES risks

• Lead/participate in risk assessments such as HAZOPs, What-Ifs and advise Asset functional departments in resulting actions and mitigation measures

• Assist Asset functional departments in process design reviews and identification of issues at conceptual stage and serve as the HES Risk lead for the projects

• Conduct dispersion modeling using commercial and in-house tools

• Facilitate facility siting and detailed quantitative risk assessment studies via third party contractors

• Provide consulting services to the Asset functional departments on process safety regulatory compliance, understanding of Oxy Oil & Gas risk program requirements

• Supporting the development and implementation of HES risk management programs to be effective and in accordance with Company requirements

• Supporting the development and implementation of tools to analyze HES risks and exposures

• Conducting QC self-audits of Asset’s HES Risk Management Programs to provide an evaluation of Asset’s efforts to comply with Company policies, standards, and procedures

• Conducting HES Risk Management training for Asset personnel

• Participating/supporting/leading Asset process safety/risk related incident investigations

• Supporting the development and implementation of optimal HES risk mitigation strategies and methodologies.

• Assist in the Asset’s HES risk reporting to Occidental Oil & Gas Corporate


• Bachelor’s degree in Engineering (preferably Mechanical or Chemical)

• 5 years working experience in HES risk management and loss prevention, preferably in oil and gas operations

• Working knowledge of and experience in OSHA Process Safety Management (PSM); EPA Risk Management Plan (RMP);

Strong working knowledge of Management of Change (MOC); Emergency Response Planning (ERP); Pre-Startup Safety Reviews (PSSR); Operating and Maintenance Procedures

• Working knowledge of Fire Protection Systems

• Working knowledge of Facility Siting and Layout Analysis

• Working knowledge of dispersion modeling (PHAST preferred)

• Proficient in Process Hazard Analysis Facilitation (PHAPro preferred)
