Occidental is looking for an experienced and motivated individual to fill the position of Commercial Strategy Specialist in Houston, TX for our Oil & Gas division. This person will be responsible for managing all phases of our contracting process for project based Engineering and/or EPC work in our facilities organizations

Responsibilities include:

Manage all phases of Engineering Project/EPC contracting process including the following:

Planning

Tendering activities

  • obtain from proponent scope of work,

  • Supplier (bidder) evaluation and qualification.

  • work with proponent to develop the most effective contracting strategy,

  • RFP preparation,

  • establishing contract KPIs,

  • review and offer advise/identify issues during evaluation of proposals

Contract Negotiation

Approval and awarding

Contract life performance and spending follow up

Build strong supplier relationships for Engineering and EPC service contracts

Other Projects as assigned

Qualifications

  • Bachelor's degree in Supply Chain, Industrial Distribution, Business, Engineering, or Science

  • 10 years of industry experience in Oil & Gas operator or Service companies (up/mid/downstream), preferably in Supply Chain, Operations and or Facilities & Construction in the areas of procurement and contracts. Experience developing and initiating contracts

  • Thorough knowledge & experience in contracts management, Design/Engineering Project management, sourcing of up/midstream surface facility design and engineering services, EPC, Change Order dispute

  • Good knowledge in legal affairs related to supply & service contracts

  • Strong knowledge of ERP systems, Oracle (preferred) SAP, MS Office applications

  • Solid understanding of Facilities Engineering and Construction operations.

  • Understanding of total cost of ownership and its application to operations.

  • Able to work well with others both within and across functional boundaries interfacing with multiple disciplines.

  • Strong communication skills and be able to communicate thoughts in a clear, concise, coherent manner.

  • Strong analytical and problem solving capabilities
