The AFRICOM Analytical and Assessment Expert is responsible for providing subject matter expert analysis. The AFRICOM Analytical and Assessment Expert Develops assessment results and briefs AFRICOM staff to allow decision making regarding future partner force development efforts.

The Analytical and Assessment Expert develops a methodology, MOP/MOE, and applies quantitative analysis into program planning, development and execution to ensure program wide structured assessments and detailed observations.

What You’ll Get to Do:

• As a financial Improvement and Audit Readiness (FIAR) Analytical and Assessments Expert, you will provide services that meet Financial Improvement and Audit Readiness and Manager’s Internal Control Program goals and objectives. You will plan and execute analysis support that assists the command in meeting its strategic and campaign objectives and compliance with the Defense Security Cooperation Agency audit requirements.

•The AFRICOM Analytical and Assessment Expert supports the coordination of the Analytical and Assessment Planning process.

More About this Role:

You will provide Audit Readiness Program planning support incorporating advice, analyses, and assistance in carrying out responsibilities to support Financial Improvement and Audit Readiness and Manager’s Internal Control Program. You will develop Financial Improvement Plans (FIP) for each assessable unit and other audit documentation as required. You will assist in continued discovery, testing, and validation efforts that require audit readiness validation for assigned financial segments. The contractor shall provide a Defense Agency Initiative (DAI), General Funds Enterprise Business Systems (GFEBS) and Data Analytics and Metrics reporting capability for Command Support.

•Provides planning, audit and assessment support to the AFRICOM Command Audit Readiness Program developed to assess and or validate the Command’s and subordinate organizations compliance with DSCA audit and reporting readiness.

•Develops and assists in the implementation of routine methods of review and data analysis, to enable the prevention, detection, correction, monitoring and auditing of relevant compliance risks. Assist with departmental and internal compliance data collection, trend identification, monitoring, and analysis. Supports organizations under audit with advice and compliance with applicable local, state, federal, and international rules, regulations, and laws.

•Provides required training support and advises the command to current industry standards and best practices.

•Supports detailed, objective, and accurate formal and informal audit reporting.

•Supports internal audits, including planning, testing of controls, data analysis, preparing accurate work papers to properly document findings, outcome education and best practices

•Ensures documentation supports audit findings and meets required standards and guidelines

•Identifies, analyzes and assesses complex enterprise-wide environment, regulatory compliance inquiries and issues, and compliance program needs

•Recommends compliance programming, compliance initiatives and internal controls.

•Supports Performance of entrance conferences, exit conferences and audit interviews

•Conducts research and applies appropriate international, federal, state, and contractually based requirements required to perform specific audits.

•Monitors operational metrics and indicators related to compliance performance and coordinates all activities related to non-financial, regulatory audits

•Conducts data-based compliance risk assessments and/or audits and monitors operational units for compliance

•Coordinates compliance data needs for operational departments, to include collection, trending, and analysis to identify compliance and areas of risk

•Assists the Compliance Manager or Officer to develop and publish compliance and internal control tools and guidance.

•An AFRICOM Analysis and Assessments Specialist supports the production of strategies, plans, and orders.

•This role is responsible for providing analysis and assessment expertise applied to the Operational Environment, the Threat, and other topics, as required.

You’ll Bring These Qualifications:

•Master’s Degree in a relevant discipline or equivalent years of experience

•5-7 years’ experience with government financial auditing

•5-7 years’ experience on a Service, Component, or other joint staff

•Must have experience with MOP/MOE and quantitative analysis.

Required Skills, Clearances, etc.:

•Current Top Secret/Specialized Compartmented Information Security Clearance.

These Qualifications Would be Nice to Have:

•FIAR experience with planning Audit Readiness Programs.

• DSCA financial auditing experience
