American Water Utility Manager (Water Operations) in JBSA Lackland, Texas

Primary Role

The Manager of Operations & Maintenance (Utility Manager) is primarily responsible for the delivery of operations, maintenance and capital related activities required under the Utilities Privatization (UP) program. Duties include: planning, organizing and directing activities with respect to supporting respective UP contract operations, including water/wastewater treatment facility(ies), collection/distribution systems and pump stations, etc. as may be required by contract. Duties also include the technical support and development of new work proposals and new UP project site proposals.

Key Accountabilities

  • Responsible for program activities that support the overall operation/efficiency of water and wastewater utilities project sites managed by MSG. Analyzes and evaluates operation, maintenance, and support functions. Initiates new or improved practices as necessary.

  • Demonstrates visible "leadership by example" utilizing participative management involving MSG staff, peers and teamwork whenever possible. Interacts with peers, superiors, other agencies, and civilian customers to facilitate smooth system function.

  • Assists with the development of technical price proposals for new capital improvement projects and UP bids. Includes the development of the technical scope of work, development of RFPs, assisting in the bidding process, equipment selection, budgetary estimating and proposal writing activities.

  • Supports the Business Performance team with technical related concerns in support of routine contract proposal price redeterminations. Includes the review and development of technical and cost evaluations and proposals.

  • Participates in project transition (from Government operation to AWE operation) including assisting in recruitment, vendor selection, etc.

  • Participates in other MSG Technical Support assignments as assigned

  • Institutionalizes the concepts of continuous quality improvement activities, performance measures and benchmarking.Can clearly articulate complex issues both verbally and in writing to technical and non-technical people

  • Extensive knowledge related to management of water and wastewater treatment systems and processes including activated sludge wastewater treatment.

  • A strong background in utility maintenance is required.

Experience/Education

  • Graduation from an accredited college or university with a degree in sanitary, chemical, civil, electrical or mechanical engineering, public or business administration or other equivalent degree: and four (4) years of water/wastewater treatment management experience. Additional qualifying experience may be substituted for the degree on a year for year basis.

  • 5 years in water and/or wastewater utility industry
