Job Summary

AECOM is seeking a Senior Counsel to form part of the legal team based in Saudi Arabia. The Senior Counsel will be the 2IC for the Middle East Legal Team, responsible for managing many of the day to day activities of the legal team. The Senior Counsel will regularly interact and work with senior members of AECOM Management both in the Middle East, and at the EMIA and Global levels. The Senior Counsel will develop a detailed knowledge of the laws, policies and procedures that apply to AECOM’s operations throughout the Middle East and in particular, Saudi Arabia. The Senior Counsel will use their best endeavours to ensure that AECOM’s employees are aware of and comply with all applicable laws, policies and procedures and the laws, and the interests of AECOM Corporate and the shareholders are protected.

Job Duties:

  • Primary responsibility for all the day-to-day activities relating to the Civil Infrastructure (“CI”) business line for AECOM in the Middle East.

  • Primary responsibility for managing the other members of the Legal Team in ensuring service are being delivered efficiently, consistently and with technical excellence.

  • Reviewing and advising on all legal documents executed by AECOM including tender documents, contracts, employment agreements, MoUs, and bonds.

  • Advising AECOM on its rights and responsibilities under applicable laws.

  • Advising on AECOM’s responsibilities under applicable ethics and compliance laws and regulations.

  • Providing regular training on topical legal issues.

  • Assisting with ensuring compliance with AECOM’s policies and procedures, including the Delegations of Authority.

  • Working with the other members of the AECOM ME Legal Team to ensure that the plans and obligations of the ME Legal team are met

  • Forming excellent working relationships with all senior leaders, both within and outside of CI and ensuring our services are effective, efficient and valued by the business.

  • Developing and managing standard form and sample documents (eg: consultancy contract, sub consultancy contract, etc).

  • Providing proactive, solutions focussed, legally sound advice and support in a timely fashion to the business.

The role covers all legal issues impacting AECOM’s operations in the Middle East

  • Compliance: Matters relating to AECOM obligations under ethics and compliance related laws (eg: US Foreign Corrupt Practices Act, US Anti-Boycott Regulations, and the UK Bribery Act), policies and procedures (both external and internal)

  • Contracts: Matters relating to all contract documents, including the reviewing, advising and negotiating of contracts between AECOM and other parties

  • Corporate: Matters relating to the operation of AECOM in the Middle East, including but not limited to directors’ and officers’ duties, HR related matters, property related matters, and corporate initiatives (possibly including mergers and acquisitions)

  • Dispute resolution: Matters relating to the assessing, managing, reporting on and negotiating the closure of disputes between AECOM and other parties, including management of large claims and interactions with our insurers

  • Governance: Matters relating to the structure, formation, operation and liquidation of the legal entities for AECOM and company secretariat matters

  • Risk management: Matters relating to the implementation of risk management initiatives, the development and management of risk management strategy, and oversight for risk management

  • Training: Providing legally related training to the business

Minimum Requirements

  • Good oral and written English communications skills, including excellent presentation, reviewing and drafting skills.

  • Negotiation skills in a number of different scenarios including written, telephone and face-to-face with UK and international client bodies and their advisors.

  • Solid administration and organisational skills and the ability to work with own initiative as well as being a team player.

  • Ability to be flexible in working, to prioritise workflows and work collaboratively with many parts of the business.

  • Experience with corporate law and project finance ideally gained within a large commercially-driven multinational law firm or organization.

Preferred Qualifications

  • A Bachelor of Law is required, ideally from a reputable university.
