Job Summary

AECOM is seeking a Line Supervisor to be based in our Jersey City, New Jersey location.

Position Description:

  • Must complete required training course and become qualified LRT Operators.

  • Great communicator

  • Observes Train Operators to ensure their fitness for duty.

  • Closely monitors and documents the performance of Train Operators to ensure they operate their Light Rail Vehicles in strict compliance with HBLRT operating rules, procedures, and instructions.

  • In conjunction with the Transportation Department management, conducts and documents the results of unannounced TFCRC Rules and Instructions for Conducting Transportation compliance checks (Rules Checks) of Train Operators.

  • Takes immediate appropriate action in the event if an observed or reported operating or work rules violation by a Train Operator or other TFCRC employee.

  • Provides immediate corrective re-instruction of Train Operators in the event of improper operation of a LRT; violation of operating rules, safety rules, procedures, notices, and/or operating restrictions; or other irregularities. This could involve taking a Train Operator out of service. Provides a full written report about the incident to the Superintendent of Transportation including whether formal discipline is recommended and, if so, why.

  • Makes, or assists in the making of, determinations of reasonable suspicion of substance abuse by employees. Provides required documentation.

  • As required, escorts an employee or employees to a designated collection site for urine and breath specimen collection, and breath specimen testing.

  • Investigates and reports on incidents involving or affecting train operations. These may be directly observed or as directed by the Controller.

  • Conducts immediate investigation of alleged injuries to passengers on board, boarding, or alighting from trains, or on station platforms or direct approaches thereto. Provides immediate verbal report of findings to the Operations Control Center and written report to the Superintendent of Transportation by the end of his/her shift.

  • Conducts, or assists in the conduct of, immediate investigation of incidents related to train operation, as directed by the OCC. Provides required verbal and written reports.

  • Troubleshoots or assists Train Operators in troubleshooting LRT defects, to the extent of being able to move the vehicle from the main line to the yard.

  • Operates the Shuttlewagon by itself and/or coupled to a LRT, as required.

  • Monitors activities of MOW personnel and/or contractors during a track outage, or when work is occurring that could affect train operations.

  • Assists the OCC, as required, in issuing operating restrictions to Train Operators in the event of a track outage or other situation affecting operations. Monitors the performance of Train Operators to ensure their compliance with the operating restrictions.

  • Train as, and become certified as a Controller.

  • Acts as TFCRC’s on-site incident coordinator in situations requiring outside emergency response, unless or until relieved by higher management. As such, interfaces and coordinates with the emergency response Incident Commander, the TFCRC OCC Controller and Lead Controller, other Transportation Supervisors, and management and supervision from other TFCRC departments.

  • Provide on-site assistance to the OCC in the event of service delays. This could include participation in service recovery efforts, such as rescheduling/rerouting trains and reassigning Train Operators, and in the operation of bus-bridges, in providing information and assistance to patrons, and in coordinating with Maintenance-of-way, LRT Maintenance, Security and/or other personnel.

  • Provides assistance to passengers, as required, including those using wheelchairs.

  • Provides clear, calm directions and assistance to Train Operators and passengers in the event of the need for an emergency evacuation of a train or trains.

  • Observes passing HBLRT and railroad trains, and HBLRT track, right-of-way, and wayside facilities for defects or other irregularities, such as trespassers. Promptly and properly reports any observed to the Controller and/or others, and takes immediate action, as appropriate or directed.

  • Provides proper hand signals or verbal instructions to Train Operators for the movement of LRTs, as required.

  • Prepares and submits daily activity and other reports to the Superintendent of Transportation.

  • Performs special assignments at the direction of the Superintendent of Transportation.

  • Other duties as assigned by management

Minimum Requirements


  • High School Diploma or demonstrated equivalent (GED)


  • 1 year of experience as a supervisor or manager with responsibility directing the work of others

  • Candidate must possess a valid Driver’s License, with no suspensions or moving violations within the past 3 years.

  • A Certified Driver’s Abstract is required to validate driving record.

  • Candidate must be able to pass the Safety Trained Supervisor (STS) exam within the first year of employment.

  • This position may require the individual to work holidays, evenings, weekends, and emergency situations due to weather or other unforeseen circumstances.

Preferred Qualifications

  • Bachelor degree

  • 1 year of work experience in a transit (rail, bus, etc) supervisory position
