GPS Subcontracts Administrator Lead - USAID and International Donor Accounts

The Subcontracts Administrator will primarily work with the USAID programs, however may work also on MCC, UN, DOS and other international Donor programs. USAID implements a broad range of the primary program areas, including but not limited to: agriculture and food security, economic growth and trade, democracy, rights and governance, education, climate variability and change, human population and health, social development and gender equality, disaster mitigation and response, reconstruction, environmental and natural resource management, and urban development.

Work you'll do

As a GPS Subcontracts Administrator Lead within our team you will:

  • Proactively provide support to the development, review, and negotiation of subcontracts, modifications, NDAs and TAs consistent with company policies.
  • Support new business and proposal efforts. Supports subcontracting strategy and prepares documentation for inclusion in Deloitte proposals in response to subcontractor pricing, narratives, and consent requirements.
  • Independently identify risk factors in prime solicitation, Subcontractor proposal, and management of subcontract actions within assigned portfolio. Inform leadership of concerns and provides recommendations on risk mitigating strategies.
  • Assists in the development of negotiation strategies for subcontracts within assigned portfolio. Implements proposed strategies for negotiations.
  • Supports subcontractor pricing discussions. Experienced with USAID biodata verification, multiplier negotiations, Local Compensation Plan requirements, and various pricing strategies.
  • Act as an advisor to business leaders on procurement matters in assigned portfolio and is in-tune with strategy and account objectives and priorities.
  • Responsible for compliance and accuracy of the subcontracts administration within assigned portfolio and adherence to company policies, procedures and CPSR Compliance. Ensure the timely reporting of subcontract data entry into various systems and monitors data updates. Resolve discrepancies related to subcontract documents and ensures data quality and accuracy.
  • Collaborate with other enabling areas to address procedural and complex subcontracts administration and proposal challenges.
  • Manages individual workload to ensure the timely and compliant accomplishment of project deadlines and completes accurate internal and external client deliverables.
  • Develop and implement process improvement strategies and provides training to account team as well as other GPSC professionals.
  • Perform other job-related duties as assigned.

Qualifications

Required
  • 3 - 5 years of relevant work experience
  • Bachelor's Degree
  • Command knowledge of the Federal Acquisition Lifecycle, and Regulations including FAR, AIDAR, and ADS
  • Experience with various subcontracting types - IDIQ, CPFF, T&M, and Fixed Price subcontracts, as well as pricing strategies
  • Experience working in an international environment and/or supporting local partners
  • Strong consultative and communication skills. Ability to operate in a demanding executive level environment
  • Demonstrated ability to work effectively and collaboratively with teams
  • Excellent organizational, planning, problem solving and analytical skills
  • Attention to detail and ability to multi-task and prioritize tasks
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • All candidates must be willing and able to travel as needed for their clients, however, depending on staffing needs, post positions are in-office-based with limited travel required. Ability to travel up to 25%. While 25% of travel is a requirement of the role, due to COVID-19, non-essential travel has been suspended until further notice.

Preferred
  • Advanced Degree
  • Experience with OMB Uniform Guidance (2 CFR 200)
  • Demonstrated ability to work in multi-cultural and multi-lingual settings; overseas experience preferred
  • Experience developing and delivering participatory training on regulations and policies preferred
  • Experience in operating in an approved Contractor Purchasing System Review (CPSR) environment.
