Sets priorities and performs forecasting and allocates the resources needed tocomplete all preventive and corrective maintenance tasks.Assignments are received in task and objective oriented terms. Providesdirection to subordinates based on general policies and managementguidance. Work is reviewed upon completion for adequacy in meetingobjectives. Interprets and executes policies and procedures that typicallyaffect subordinate organizational units. Recommends modifications tooperating policies. Ensures that projects are completed on schedule andwithin budget.Erroneous decisions or recommendations orfailure to complete assignments would normally result in serious delays toassigned projects resulting in considerable expenditure of additional time,human resources, and funds.Frequent contact with internal personnel and outside customer and industrypeers at various management levels concerning operations or scheduling ofspecific phases of projects or contracts. Conducts briefings andparticipates in technical meetings for internal and external representativesconcerning specific operations. Functions as an advisor to a unit regardingtasks, projects, and operations. Becomes actively involved in dailyoperations only when required to meet critical schedules or resolve complexproblems.Accomplishes results through lower level subordinate supervisors, associatemanagers, or exempt professional staff who exercise significant latitude andindependence in assignments. Often heads skilled, experienced, and seniorlevel exempt professional staff units.TheO&M Superintendent must be on-site during normal working hours. Serves as the alternate to the ProgramManager.**Responsibilities:**+ Responsible for the overall management and operation of the base operations support services contract+ Plan and manage the project's budget+ Recruit personnel and oversee their training and orientation+ Review and evaluate the effectiveness of the organization and management of operations+ Formulate recommendations for improved organizational structure, policies and techniques, methods, procedures, and systems designed to achieve performance on Acceptable Performance Levels (APL)+ Promote development and implementation of management techniques and tools such as planning and control, systems and procedures analysis, operational audits, management surveys, feasibility studies, methods analysis, quality control, and statistical sampling techniques+ Evaluate the over-all operations in terms of effective use of resources+ Provide technical assistance in overcoming management deficiencies and improving facilities management+ Analyze service delivery in terms of the accomplishment of Acceptable Performance Levels+ Perform additional assignments per corporate direction+ Experience with managing Government contracting requirements included in the Federal Acquisition Regulations (FAR), Government Furnished Equipment and Materials, Property Accountability and Integrate Facility System (IFS). Contract includes managing Firm Fixed Price (FFP) (for reoccurring work and Service Orders (SOs)), Individual Job Orders (IJOs) and Equipment Work Orders (EWOs).+ Thorough knowledge of general management principles, methods, and techniques and their practical application in the area of facilities management+ Possess knowledge of commonly used concepts, practices, and procedures used in all areas with the Performance Work Statement+ Experience in direct oversight of quality control, equipment, facility, utility, grounds management and business operations management+ Experience in oversight of research and planning, evaluation goal achievement, and contract performance measurement against Acceptable Performance Levels+ Possess knowledge of the general principles and practices of general management analysis, financial analysis, and facilities management+ Possess knowledge of the general applications of quality control, safety, environmental, security, information technology, and general business management programs+ Possess knowledge of management analysis and systems analysis methods+ Possess ability to establish and maintain effective working relationships with employees and Government staff+ Ability to gather, organize, analyze, and evaluate facts and figures to determine fundamental causes of operational and organizational deficiencies+ Ability to create oral and written reports clearly, concisely, and effectively+ Ability to educate subordinate managers and supervisors**Qualifications****Minimum Qualifications:**+ High School diploma or equivalent.+ The O&M Superintendent shallpossess at least two (2) years of experience in managing facilities maintenanceor construction supervision.+ 3 years' experience serving as aLead or Supervisor over one or more trades disciplines performingjourneyman-level facilities O&M services, preferably on a militaryinstallation or in a federal government facility.+ Master level trades classificationpreferred.+ Valid state driver license required.+ Understanding required of basic OSHAand EPA rules and regulations for performing trades tasks on a federal enclave.+ Experience interacting with laborunion workforce a plus.**WorkingConditions Office**Frequent sitting, using hands/fingers, handling, reachingwith hands and arms, talking, hearing, and seeing (up close, at a distance,along the periphery, with depth perception, and the ability to adjust focus);occasional walking; standing for up to 4 hours; occasional lifting of up to 25pounds. Potential prolongedwalking/standing, repeated pushing/pulling.Ability to perform medium to veryheavy work, exerting up to 100 pounds of force occasionally, non-repetitive, upto 50 pounds of force frequently (any exertion of force/lifting greater than 45pounds requires usage of a two person buddy system), and/or more than 20pounds of force constantly, repetitive; performing such activities as lifting,lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling,stooping, reaching.Potential for prolonged driving ofor riding in a motor vehicle, machine operation, and/or working around movingequipment/machinery or motorized vehicles (such as but not limited to car,truck, golf cart, gator, heavy equipment).Environmental conditions may includeweather or temperature extremes, inclement weather (such as but not limited towind, rain, excessive heat, excessive cold, snow/ice, etc.)May be required to operate companyvehicle during the course of work.
