Overview:

Directs the day-to-day activities of the department’s operations. Evaluates current and proposed systems, processes, and procedures. Directs changes as necessary and oversees the design and implementation of new processes. Provides subject matter expertise based on experience in the aviation industry. Leads, mentors, and supervises the work of subordinate managers. Facilitates company goals by participating in strategic planning initiatives and aligning department strategies with internal resources. Directs the personnel, administrative, and financial functions for the department. Follows the guidance of the Director of Aviation Program.

Duties / Responsibilities:

Analyzes, designs, develops, coordinates, staffs and publishes plans, policies, programs and other procedural documents in support of Airfield Support Services (AFSS) Operations. Directs the personnel and administrative processes for AFSS personnel: times sheets, employee performance assessments, feedback guidance, contract negotiation, and organizational advice. Provides continuous process improvements in support of organizational goals. Formulates and implements department and organizational policies and procedures to maximize performance. Ensures adherence to rules, regulations, and procedures. Guarantees contract data lists (CDRL) are met as stated in the Performance Work Statement (PWS). Drafts and submits CDRL reports as required by the contract. Directs the use of human resources. Oversees recruitment and placement of required staff. Establishes organizational structures. Delegates tasks and accountabilities. Liaise with senior management. Assist with development of strategic plans and operational activities. Directs initiatives that contribute to operational excellence. Facilitates coordination and communication between supporting agencies. Assembles and directs department staff. Supervise and mentor subordinate managers. Directs staffing requirements, interviews, hires new employees, and directs personnel processes. Manages conflict resolution between employees and internal/external departments. Reports to the Director of Aviation Program. Works within the policies and procedures of the contract. Able to design and implement goals and objectives within the execution of duties and responsibilities. Supervisory Responsibilities: Manages and supervises assigned subordinates. Mentors and coaches subordinate managers in supervisory responsibilities.

Minimum Qualifications:

Education Level: Bachelor's Degree or an equivalent combination of college level courses required. Graduate of Officer, Warrant Officer, or Noncommissioned Officer Advanced Course required. Preferred Internal Auditor certification in ISO 9001 or AS9100. Required 1-year experience working within an internationally recognized quality management system

Experience: Battalion/Squadron Command experience desired. Fifteen years’ experience directly involved with aviation and its employment. Experience in aviation resource management, training development, and flight operations required. Preferred experience in airport/airfield management, operations, or maintenance.

Specific knowledge, skill, and ability requirements: Knowledge of policies, principles, and procedures of military staff organization and operations. Ability to communicate effectively both orally and written. Ability to deal effectively with people in the completion of staff functions. Ability to effectively communicate with the customer in a professional and courteous manner. Knowledge of pertinent KSA (Labor Law), SANG and OPM-SANG operational procedures concerning job related activities desired. Proficient in MS Office Professional software required (Word, Excel, Power Point, Access, Outlook and Publisher). Proficient in Microsoft Project and SharePoint highly desired. Possess a valid drivers’ license.
