Overview: Assists the Division Manager (DM) in the direction of day-to-day activities of the division’s operations. Evaluates and makes recommendations on current and proposed systems, processes, and procedures. Implements the Division Manager’s decisions and changes as necessary and is a senior participant in the design and implementation of new processes. Provides subject matter expertise based on experience in the aviation industry. As directed, leads, mentors, and supervises the work of managers; and implements corporate and DM priorities in the personnel, administrative, and financial functions for the division. Facilitates company goals by participating in strategic planning initiatives and aligning division strategies with internal resources.

Duties / Responsibilities: Assists the Division Manager in the analysis, design, and development, coordination, staffing and publishing of plans, policies, programs and other procedural documents in support of Airfield Support Services Operations. Supports personnel and administrative processes for AFSS personnel: times sheets, employee performance assessments, feedback guidance, contract negotiation, and organizational advice. Provides continuous processes improvement in support of organizational goals. Formulates and recommends division and organizational policies and procedures to maximize performance. Ensures adherence to rules, regulations, and procedures. Assists the DM in meeting contract deliverable requirements (CDRL) as stated in the Performance Work Statement (PWS). Drafts CDRL reports for DM approval as required by the contract. Supports optimal use of human resources. Supports recruitment and placement of required staff. Recommends organizational structures. Delegates tasks and accountabilities. Liaise with senior management. Assist with development of strategic plans and operational activities. As assigned, oversee initiatives that contribute to operational excellence. Facilitate coordination and communication between supporting agencies. In the absence of the DM, assemble and direct division staff. Provide mentorship and coaching; when directed, supervise subordinate managers. Recommend staffing requirements, interview, hire new employees, and participate in personnel processes. Manage conflict resolution between employees and internal/external departments. Lead special projects to meet organizational goals at the direction of the DM. Serve as acting Division Manager in absence of DM. Reports to the Division Manager. Works within the policies and procedures of the contract. Able to design, recommend, and implement goals and objectives within the execution of duties and responsibilities. Supervisory Responsibilities: Manages and supervises subordinates in the absence of DM in accordance with his priorities. Mentors and coaches subordinate managers in supervisory responsibilities.

Minimum Qualifications:

Education Level: Bachelor's Degree or an equivalent combination of college level courses required. Graduate of Officer, Warrant Officer, Noncommissioned Officer Advanced Course, or 8 years supervisor/management experience required. Preferred Internal Auditor certification in ISO 9001 or AS9100. Required 1-year experience working within an internationally recognized quality management system. PMP certified or able to attain certification within first year.

Experience: Fifteen years’ experience directly involved with aviation and its employment. Experience in aviation resource management, training development, and flight operations required. Preferred experience in airport/airfield management, operations, or maintenance.

Specific knowledge, skill, and ability requirements: Knowledge of policies, principles, and procedures of military staff organization and operations. Ability to communicate effectively at the strategic level, both orally and written. Ability to deal effectively with people in the completion of staff functions. Ability to effectively communicate with the customer in a professional and courteous manner. Knowledge of pertinent KSA (Labor Law), SANG and OPM-SANG operational procedures concerning job related activities desired. Proficient in MS Office Professional software required (Word, Excel, Power Point, Access, Outlook and Publisher). Proficient in Microsoft Project and SharePoint highly desired. Possess a valid drivers’ license.
