Deloitte LLP is seeking a dynamic and motivated leader to effectively lead and integrate a multifunctional team responsible for delivering effective prime, subcontracts and grants management in support of Deloitte LLP's donor-funded international development and other related projects. Monitors efficiency, compliance, and customer support levels affecting the capture, retention, and growth of revenue in assigned portfolio. Monitors internal contracts controls including those directly supporting Contractor Purchasing System Review (CPSR) compliance. Leads, develops, and executes processes in support of contracts, subcontracts, and grants involving field teams in multiple geographic locations. Provides advisory level contracts subject matter expertise within International Donor Account portfolio. In coordination with relevant stakeholders (e.g. General Counsel, Project Teams, Finance, etc.) ensures contract, subcontract and grant compliance with applicable donor regulations, organizational policies and procedures, and U.S. and foreign laws and regulations throughout all phases of the project life-cycle. Individuals in this role will have the ability to plan and conduct strategic positioning and client outreach activities. They will also directly interact with external client and vendor personnel at the leadership and operational levels in support of business objectives. Partners with headquarters and field teams to provide training, feedback and guidance to maximize contracts operational efficiency and effectiveness. Perform other duties as assigned.

Required Technical Skills

  • Command knowledge of federal regulations, including FAR, AIDAR, and Code of Federal Regulations
  • Strong consultative and communication skills
  • Ability to operate in a demanding executive level environment
  • Demonstrated ability to lead and work effectively and collaboratively with teams

Preferred Experience/Education
  • 10+ years of relevant work experience
  • Bachelor's Degree
  • Demonstrated ability to lead, mentor, and influence teams
  • Minimum of 5 years of supervisory experience.
  • Direct supervisory experience of a team of 5 or more
  • Demonstrated experience managing USG contracts and grants in support of international donors
  • Experience negotiating with donor representatives
  • Ability to travel to domestic and international locations as required. (While the ability to travel is a requirement of the role, due to COVID-19, non-essential travel has been suspended until further notice.)
  • Limited immigration sponsorship may be available.
