Our business helps support their way of life and contributes to the survival of a culture that has thrived in a challenging environment._* * * This position is contingent upon contract award* * _**Job Summary:**Provides expertise in emergency management, contingency planning, and continuity of operation engagements for very complex situations.Accountable for understanding and applying local, state, and federal Emergency Preparedness rules, regulations, activities, and tracking.Prepares, maintains, and monitors Civil Engineer (CE) operations plans and supporting documents for mobility, response, and recovery operations. Prepares, reviews and provides input to installation contingency plans. Monitors air base operability, hazardous materials emergency response, and disaster preparedness programs, and conducts and schedules associated training.Documenting and evaluating very complex emergency response exercises and Emergency Operations Center activation drills.Has a complete and thorough knowledge of emergency preparedness procedures, policies, and directives associated with the federal continuity of operations, business continuity planning and continuity of government and enduring constitutional government programs. Considered to be an expert in the field.**Responsibilities:**Essential functions of the position include:+ Prepares wartime and contingency response plans. Conducts research and assists in developing disaster preparedness plans, including measures to minimize casualties and damage from natural disasters, major accidents, wartime operations, and military operations other than war. Coordinates actions to ensure prompt response during disaster operations, including immediate mobilization of all resources and participation of all agencies and organizations.+ Coordinates actions to allow continuation or restoration of vital functions and operations. Prepares disaster preparedness annexes, appendices, supplements, and other supporting documents to support operations plans. Prepares checklists and operating instructions for readiness activities.+ Conducts disaster preparedness and hazardous material emergency response training. Manages, schedules, and conducts training on readiness activities and survival measures for disasters and contingencies. Provides briefings, and develops installation disaster preparedness training and educational materials.+ Manages unit and staff agency disaster preparedness program. Provides unit and staff agency assistance to ensure disaster preparedness planning and training have been accomplished, and disaster preparedness directives are being followed. Conducts disaster preparedness analysis.+ Infrastructure protection and physical security at a level sufficient to manage the area-wide implementation of very complex emergency preparedness policies, programs, and procedures.+ Receives task-oriented assignments, monitors work on a daily basis and actively assists subordinates.**Skills:**+ Has a complete and thorough knowledge of all applicable Federal, DOD State, and Local laws, regulations, and guidelines issued by DHS, DOD, FEMA, EPA, OSHA.+ Has a complete and thorough knowledge of all applicable directives such as Homeland Security Presidential Directives (HSPDs) related to emergency management and the National Incident Management System (NIMS).+ If the CRBM performs any EM training shall be certified as an instructor IAW AFI 10-2501 and AFMAN 62-1007.+ Ability to analyze and resolve issues.The ability to effectively communicate both orally and in writing using various formats, styles, and methods.Must speak fluent English.Ability to brief large groups of military and civilian personnel.**Qualifications****Minimum Qualifications:**The CREMM shall be either certified by the Air Force Emergency Manager Technical Training granting the 3E9 skill set identifier with at least 10 years experience as an emergency manager or have 10 years of experience as an Air Force first responder/emergency responder in a fire department, police department, or medical response field; or a combination of the above requirements.The CREMM will have completed the training specified in AFI 10-2501 for the Readiness and Emergency Management Officer/Chief and shall have the Nuclear Weapons Incident Response Training, Domestic Base (NWIRT) course taught by the Defense Nuclear Weapons School or, if not previously qualified, complete these requirements within six months from date of hire.Infrequent travel might incur.The duties and responsibilities listed in this job description generally cover the nature and level of work being performed by individuals assigned to this position.
