Ourbusiness helps support their way of life and contributes to the survival of aculture that has thrived in a challenging environment.*** * * * * This position is contingent uponcontract award* * * * * *****Job Summary:**Responsible and accountable for managementof a multidiscipline workforce performing facilities operations andmaintenance, logistics operations, quality control, safety and environmentalservices.Responsible for the accomplishment of the requirementsset forth in the Performance Work Statement and the contractual obligations to thecustomer at Tinker Air Force Base (TAFB). Acts as the seniormanagement representative on site to ensurework is completed within quality guidelines meeting or exceeding customerexpectations. Monitors overall project level performance and plans, organizes, directs,controls and evaluates the operations of facilities O&M, equipment maintenanceand administrative support services.**Responsibilities:**+ Responsiblefor the overall management and operation of the facilities O&M services andadministrative support functions of the Civil Engineering Services OperationsManagement contract, directly overseeing the various trades personnel performingthat work. Responsible for managing equipment, vehicles and facilities.+ Demonstratesexperience with managing Government contracting requirements included in the FederalAcquisition+ Regulations(FAR), Government Furnished Equipment and Materials, Property Accountability, andWork Control.+ Coordinatewith Sunik leadership and other company resources to effectively obtain companysupport to include personnel hires, employee benefit and record processing,travel and other expense vouchers, performance reviews, vendor set-up, invoiceprocessing, time collection, addressing employee issues/concerns, etc.+ Managecontract operations within budget to maximize the balance among contractperformance, contract expenses and company costs, and profit margin. Ensurestimely and accurate invoicing and monitors receivables for the project.Analyzes project profitability, revenue, bill rates and utilization.+ Assist in recruitingpersonnel and overseeing their training and orientation. Monitor employeeperformance and productivity; supervise employees. Coordinate disciplinaryactions.+ Review and evaluatethe effectiveness of the organization and management of operations. Formulate recommendationsfor improved organizational structure, policies and techniques, methods, procedures,and systems designed to achieve performance on Acceptable Performance Levels (APL).Manages both fixed price and cost reimbursable work.+ Inconjunction with the Safety and Health Officer develop, implement and maintaina comprehensive worker safety and health and environmental program thatprevents and reduces injuries, illnesses and losses and complies with companysafety and environmental programs and guidelines.+ Performcost estimates for facilities O&M projects and interface daily with site clientmanagement on all facilities issues. Lead proposal development for scopechanges, REAs and pricing adjustments.+ Continuallylook for potential business development opportunities for the Akima family ofcompanies and report potential opportunities to company management or businessdevelopment resources.**Qualifications****Minimum Qualifications:**+ Bachelors degree in technical, engineering or business field.+ 10 years of experience leading multi-disciplined teams in the Federal contracting arena including facilities operations, maintenance and construction.+ Thorough knowledge of general management principles, methods, and techniques and their practical application in the area of facilities management.+ Possess knowledge of commonly used concepts, practices, and procedures used in all areas with the Performance Work Statement.+ Experience in direct oversight of quality control, equipment, facility, utility, grounds management, safety and business operations management.+ Demonstrated knowledge of project management processes and financial management skills.+ Ability to obtain and maintain a SECRET clearance and Common Access Card (CAC).+ U.S. citizenship is required.**Preferred Knowledge and Experience:**+ Direct experience in facilities maintenance and repair or facilities engineering on a Department of Defense (DoD) US Air Force Civil Engineering federal government contract.+ Valid U.S Professional Engineer License.+ Knowledge and experience with unions and Collective Bargaining agreements and US Department of Labor employment law.+ Project Management Professional (PMP).The duties and responsibilities listed in this job description generally cover the nature and level of work being performed by individuals assigned to this position.
