Our business helps support their way of life and contributes to the survival of a culture that has thrived in a challenging environment.**Job Summary:**The Deputy Program Manager - Contracts, will operate and execute authority within contract guidelines under the guidance of the Senior Program Manager. The Deputy Program Manager is responsible for ensuring that all aspects of the customer contract are completed on-time and within-budget. The DPM has responsibility for overall management, schedules/scheduling, administration, corrective action, safety, security and quality. They receive technical direction from the Senior Program Manager and onsite customer representative and have reach-back to AIS corporate office support services. Responsibilities include working closely with the customer in the overall management of the contract and contract-related documentation, critical meetings, and reporting.**Responsibilities:**+ Work closely with AIS, the Senior Program Manager and the customer Subcontracts Administrator.+ Set up/staff/maintain off-site office; set up secure HR files, BOA, and task order (TO) files; manage BOA, financials, and TOs; and develop and issue subcontracts/set up subcontract files+ Establish contract (internal) procedures and processes including new hire process, performance evaluation process, safety awareness, reporting, medical baseline/screening process, travel, procurement, and incident response/reporting+ Train staff on contract (internal) procedures and processes and set up employee safety program, receive and review TO requests to determine labor mix required to perform the work, and implement program to maximize employee retention+ Identify preselect employees to fill positions to complete TOs and work with AIS recruiters to recruit applicants to fill positions required to complete TO when no qualified preselect employees are available to fill positions+ Pre-screen resumes received/initiate background investigation to certify education and experience and to ensure no term for cause by employee or employee subs within past 7 years+ Extend offers, oversee the hiring of AIS employees and establish supervisory and reporting relationships for new employees including performance evaluation and training schedules+ Oversee new employee orientation, the establishment of employee benefits, and initial AIS, GET, and other job-specific training+ Set up AIS programs and oversee process for completion of medical baseline, badging, and security clearances for all AIS employees+ Serve as the primary point of contact between all AIS and preselect employees and customer+ Establish and administer the safety and security programs covering all AIS and preselect employees+ Monitor all TOs to ensure work is performed in full compliance with TO requirements+ Maintain regular one-on-one contact with STR and CR, solicit client feedback on performance, make adjustments as necessary, and submit monthly staff utilization reports to STR and CR+ Conduct exit process for terminated employees, return GFE, badges, access cards, and documentation**Qualifications****Minimum Qualifications:**+ * Active Top Secret / SCI (Sensitive Compartmented Information) security clearance / DOE Q Clearance* + 7 years experience managing delivery of IT Service Management across an IT enterprise or large organization; experience as a Contract/Project/Program Manager with the DOE/NNSA is highly desired.+ Bachelors degree in Scientific, Technical, Engineering, Mathematics (STEM) or IT related area of study.+ Expertise in at least 3 of the scope areas listed above and experience working in at least 5 others+ Experience leading teams of over 20 personnel with direct supervision+ Experience managing a task order contract with potential for multiple active task orders+ Demonstrated strong verbal and writing skills+ Self-motivated and able to work autonomously**Certifications:**+ CPCM (Certified Professional Contract Manager) or (PMP Certification is beneficial)The duties and responsibilities listed in this job description generally cover the nature and level of work being performed by individuals assigned to this position.
