Responsible for the cost, schedule and technical performance of the program.+ Serve as primary customer point of contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.+ Is the authorized interface with the Government Contracting Officer (CO) and the Contracting Officers Technical Representative (COTR).+ Responsible for managing contract resources to deliver quality services within the scope of the contract.+ Is responsible for profit/loss on the contract.+ Provides leadership, supervision and guidance for all contractor personnel, inclusive of subcontractors/teaming partners.+ Leverages leading-edge IT solutions to improve the customer's mission effectiveness while continuously seeking opportunities to increase efficiency through improved processes and technology.+ Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.+ Mitigate risks, controls costs and schedule variance, and effectively manages large scale, integrated projects.**Qualifications****Minimum Qualifications:**+ MA/MS Degree/12 Years Relevant Experience or BA/BS Degree/18 Years Relevant Experience+ 12 years of general engineering management experience in projects involving management, planning, integrating and implementation of complex systems and communications infrastructure equipment+ PMI PMP certification+ Experience in the direct supervision and management of major projects or teams with an average annual value of $50M or greater that involve providing professional support services and/or the integration, implementation and transition of large complex systems and subsystems+ Experience orchestrating and managing the work efforts of at least 20 subordinate personnel+ Demonstrated ability to manage a diverse group of functional activities distributed nationwide as well as interact with local and regional management personnel and other Army customer personnel+ Strong independent leadership/management experience with proven culture change and continuous improvement management+ Excellent client-facing communication skills+ Experience in either managing the delivery of IT support services to AMC or in the management of AMC programs*** Active Secret clearance is required for consideration*****Desired Qualifications:**+ Ability to lead cross functional teams to include Software Engineering, System Engineering, System Administration, Network, Technical Assistance, and Quality Control.+ Ability to provide scope and technical direction to the functional engineering teams.+ Ability to perform constructive reviews of technical deliverables.+ Experience leading or developing projects within the DoD product lifecycle model.+ Experience with the project initiation, planning, execution and monitor and control process groups.+ Effectively able to organize and track and report on project deliverables.+ Proficient in designing Integrated Master Schedules.+ Experience identifying critical path tasks.+ Experience preparing reports and other documentation on the status of projects.+ Experience in analyzing and dispositioning product defects.+ Ability to employ risk management techniques to identify and control risks.+ Experience providing detailed task estimates and basis of estimates.+ Project Management Certification (PMP) Experience with Real-time embedded systems.+ Experience with the CMMI and ITIL process models.+ Experience in Software Systems SafetyThe duties and responsibilities listed in this job description generally cover the nature and level of work being performed by individuals assigned to this position.
