Our business helps support their way of life and contributes to the survival of a culture that has thrived in a challenging environment.USGS National Geospatial Program (NGP) and NGTOC (National Geospatial Technical Operations Center have a requirement for non-personal science and technical support services necessary as part of the mission support including improvement and delivery of topographical information regarding the National Map. NGTOC is the operational competent of the NGP which provides data acquisition, data management, data inspection, product generation, delivery system, customer support, product specifications, custom software development, applied research, and basic research.**Job Summary:**Provides strategic project management and technology integration oversight for tasks that require expertise across a variety of geospatial and scientific technologies. The selected candidate is expected to support both the identification and delivery of new projects from concept through completion as well as managing existing projects using PMI best practices (i.e. PMBOK processes and knowledge areas).**Responsibilities:**+ Responsible for the coordination and completion of information technology projects+ Managing various Systems/IT architectural teams in support of the below:- Experience managing teams of IT personnel providing support, administration, and maintenance of on-site computer facilities infrastructure including Cloud-based environments- Experience managing teams of network administrators in providing LAN, WLAN, and telephone support as the DOI Network Operations Center (NOC)- Experience supporting geospatial applications, modeling, and associated technologies to include:- GIS software including ArcGIS, ArcGIS Pro, ERDAS, ENVI, Geoserver, Mapserver, QGIS, GPS, image processing and modeling- Web, Database and GIS Application Development- Design and implement agile and iterative feature definition, test, and release procedures- Design, implement, manage, and maintain cloud and server-based web infrastructure, including but not limited to AWS, Apache Web Servers, Tomcat App Servers, network storage units, cluster management software, application deployment software- Database experience and development including MySQL, SQLServer, LAVA, JQuery, JavaScript, CSS, MS .NET, Windows/Linus OS+ Responsible for recruitment, hiring, and performance of all supervisory duties to maintain qualified staff to complete tasks orders+ Prepares reports for the Government COR and Task Order Managers regarding status of project.+ Developing government project cost estimates and tracking funding+ Manage personnel resources through on-site individual and group interaction, as well as managing in a virtual environment.+ Meets financial objectives by forecasting requirements, preparing budgets scheduling expenditures, analyzing variances and initiating corrective actions.+ Coordinate meeting multiple contract objectives while using a diverse workforce in more than two locations+ Responsible for specific metrics including CPARS, CDRLS, DSO (days sales outstanding), Employee Turnover, Gross Margin, and Safety.+ Anticipates, identifies and responds to all issues associated with contract execution and customer satisfaction in support of business operations.+ Interface with and effectively and openly communicate customers and attend project required progress meetings (deliverables, etc.) to ensure contractual requirements and customer expectations are met.+ Represent the values and commitment of Lynxnet and Akima to customers and teaming partners.**Qualifications****Minimum Qualifications:**+ Bachelor's Degree with an emphasis in Geospatial Information, Information Technology, or Program Management from an accredited University recognized by the U.S. Department of Education+ Minimum of 4 years in a program management position in a commercial/government facility Experience on commercial/government projects that included a large percentage of Information Technology and/or Geospatial objectives.+ Excellent writing, editing, communication and interpersonal skills required.+ Excellent time management, decision-making, presentation, human relations, and organization skills.+ Demonstrated ability to meet objectives driven by firm deliverable deadlines+ Must be able to multi task, remain flexible, and be willing to adjust to evolving requirements.+ Must be able to effectively manage personnel that are onsite and remote.**Desired Knowledge/Skills Set:**+ PMP Certification preferred+ GIS and geospatial technology experience highly preferred+ Previous experience supporting DOI or USGS a plus+ Previous Federal IDIQ contract and task order management a plus+ Experience managing complex contracts, simultaneously meeting high priority requirements for at least three tasks at any given timeThe duties and responsibilities listed in this job descriptiongenerally cover the nature and level of work being performed by individualsassigned to this position.
