**Program Manager****Description****Cloud Lake Technology, an Akima Company,** is an industryleading Technology and Mission Services provider, delivering experience-drivenand cost-optimized solutions for complex business problems for our customersacross the federal, commercial and public sector markets.**Job Summary:**We are seeking candidates to serve as **Program Manager** on a large IDIQ contractwithin the federal law enforcement industry. The work location is in Arlington,Virginia. The ideal candidate will haveexperience providing Contract Company program leadership oversight on a U.S.law enforcement contract or within a law enforcement organization. The Program Manager is responsible for the successfulmanagement, monitoring and execution of all aspects of the contract as it pertainsto the Contracting Companys deliverables and compliance. As such, the Program Manager will leadday-to-day coordination of project activities and client contact and is responsiblefor ensuring resources are provided that are capable of performingadministrative professional and technical support functions that commensuratewith the contracts personnel staffing levels.**Responsibilities:**+ Responsible for all aspects of the contract.+ Responsible for day-to-day coordination of project activities and client contact.+ Responsible for ensuring resources are provided that are capable of performing administrative professional and technical support functions that commensurate with the contracts personnel staffing levels.+ Serve as Contracting Company authority in the day-to-day matters under this contract to include, but not be limited to, the following:- Provide the Contracting Officer Representative (COR) with status reports;- Monitor the contract to ensure that all tasks are being properly executed;- Make suggestions to the COR for improvements, if any, of the operation and prevention of problems; and,- Respond to requests from the COR, whether administrative or technical.+ Responsible for ensuring that all Contractor employees are fully qualified for the labor categories under which they are assigned and that Contractor employees perform the work efficiently and in a timely manner.+ Serve as authority in handling of all disciplinary matters involving the Contractor employees and to sign all papers, documents, and/or reports on behalf of the Contractor Company.+ Ensure that other key personnel assigned perform all document reviews, data analysis, on-line data entry support, coordinate recommendation of revisions to user documentation, and maintain files and records, as required.+ Conduct staff meetings on performance matters, including changes to processes or policy, production, issues in work products, disposition of files, attendance, and policy and procedural matters.+ Assist in the planning and development of policies and procedures for the effective and efficient management of operations.+ Review and approve status reports and properly disseminate such reports.+ Monitor the operations of the contract and all Contractor employees hired in the performance of the contract, regardless of the physical location of the employee.+ Maintain his or her own individual time and attendance record and shall ensure that the time and attendance records of all employees employed in the performance of the contract are accurate, complete, and submitted in a timely manner to ensure proper payment.**Qualifications****Minimum Qualifications:**+ A minimum of five (5) years program management experience and comprehensive understanding of the applicable programs and associated industry.+ Strong oral and written communication skills and ability to communicate effectively with all levels of management.+ Expert level experience in interpreting, managing and executing federal contracts.+ Experienced in ensuring all contract tasks and deliverables are identified and completed in accordance with contract requirements.+ Strong financial management experience to include accurately monitoring the burn rate of task orders and IDIQ contracts as a whole.+ Skilled in the areas of team leadership with an emphasis on planning, supervising, and motivating team members to ensure high quality, consistent service delivery.+ Strong operational skills that include the ability to develop and implement strategies and action plans to achieve desired objectives.**Required:**+ Bachelors degree for an accredited university+ Must be US Citizen+ No criminal record+ Ability to pass credit screen (no unresolved / outstanding credit issues)+ Ability to obtain and hold Public Trust+ Ability to pass federal background investigationThe duties and responsibilities listed in this job description generally cover the nature and level of work being performed by individuals assigned to this position.
