Job Summary

The Corporate Subcontracts Manager Senior is responsible for acquisition strategy, planning and managing of complex procurements & subcontracts to include solicitation, source selection, negotiation, subcontract placement, supplier performance management, and subcontract closeout in accordance with customer requirements, government regulations, and company policies & procedures.


  • Develops and coordinates Subcontract documents with Operations and Contracts ensuring continuity with the requirements
  • Assists Programs in the development of procurement strategies including development of clear, concise, actionable Statement of Work (SOW) or Statement of Requirements (SOR)
  • Conducts the supplier subcontract selection process, performs costs/price analysis and conducts terms & conditions negotiations on complex subcontract types to include Fixed Price and Time & Material subcontracts
  • Develops and executes negotiation plans & strategies
  • In coordination with Contracts interprets terms and conditions and determining appropriate prime contract flow down clauses
  • Act as an advisor regarding best practices, terms and conditions, delivery schedules and SOW or SOR
  • Prepare for and supports Programs in negotiations with the USG for changes, Request For Equitable Adjustments (REA), and Contracts support as required
  • Manages and negotiates modifications and change orders and all other aspects of day-to-day subcontract administration
  • Prepares compliant procurement packages including the development of concise Justifications of Award to support government audits and to maintain an approved purchasing system
  • Prepares and submits Administrative Contract Officer (ACO) Consent Packages as required in coordination with Contracts
  • Collaborate with Business Development in developing subcontracts and procurement strategies for new business, proposal preparation, pricing activities, and strategies with multiple departments to deliver winning strategies
  • Manage higher-level supplier relationships including leading kick-off meetings, communications, performance measurement, and leading subcontractor performance improvement efforts if required
  • In coordination with Program Management and Contracts develop and issue Corrective Action Request (CAR), Letter of Concern (LOC) and Cure Notices
  • Effectively assesses supplier contracts and change orders to identify areas of potential non-compliance and other issues that could have an adverse impact to the company
  • Track and monitor supplier progress, initiating the supplier subcontract agreement close-out process and Close-out Checklist and may participate in claim and dispute resolution while ensuring compliance with Government audits
  • May directly supervise employees including interviewing, hiring, training, and appraising performance
  • Perform other duties as requested by upper level management Knowledge & Skills
  • Extensive knowledge of all facets of procurement and supplier management
  • Advanced knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS) and related federal and state legislation and regulations
  • Knowledge of contractual terms and conditions, and how to mitigate risk
  • Strong leadership, problem solving, networking, and interpersonal skills with the ability to develop productive working relationships with others
  • Ability to handle multiple tasks, while meeting required deadlines
  • Complex problem-solving skills
  • Ability to work independently and in a team environment
  • Extensive experience and understanding of Subcontract Management best practices and techniques
  • Advanced knowledge of lease agreements, contractual terms and conditions and how to mitigate subcontracting risk
  • Proven, advanced organizational and planning skills in order to prioritize and balance multiple projects
  • Excellent negotiation, written and verbal communications skills with an ability to communicate with a wide variety of levels and positions within the organization including VP and executive-level
  • Proficient in Microsoft applications (Outlook, PowerPoint, Word, Excel, SharePoint)
  • Additional knowledge/skills may be required by contract or assignment
  • Train and Mentor all levels of employees to foster clear understanding of Procurement standards and practices


Minimum Requirements

  • Minimum of ten (10) years’ experience in contract/subcontract administration with a bachelor’s degree in associated field; fourteen (14) years’ experience without a bachelor’s degree
  • Bachelor’s Degree in Purchasing, Business Administration or related field preferred
  • Prefer three (3) years supervisory/management experience
  • CPM, CFCM or equivalent preferred
