Job Summary

The proposal manager skillfully interprets solicitation requirements or source selection regulations and develops proposal response strategy and approaches on individual opportunities. Responsible for interpreting the Request for Proposal (RFP)/solicitation requirements, including technical and management requirements such as concept of operations, manning and organization; directing proposal activities and leading the proposal team; reviewing and enhancing the content of Technical/Management Volumes, Executive Summary, and Past Performance.

Essential Responsibilities:

  1. Assemble and organize proposal teams, authors and support personnel, and assign specific responsibilities.
  2. Develop and manage the proposal schedule to meet all milestones.
  3. Develop and coordinate win strategies with appropriate Business Area Director.
  4. Assess solicitation, response timeframe, capture maturity, resource requirements, facilities, and other proposal elements to determine the appropriate proposal resources, process, facilities, and schedule to meet customer and internal proposal requirements.
  5. Create annotated outline, assist in Plan to Write; including developing win themes, best value propositions, discriminators, and graphics.
  6. Maintain focus on the win strategy throughout the proposal process and sure it is reflected in the proposal document.
  7. Monitor compliance throughout the proposal development process and ensure preparation of compliant proposals that meet or exceed all RFP and customer requirements.
  8. Identify Color Review Lead and compliance reviewer(s) for color team reviews. Work with Color Review Lead to ensure sufficient time/resources/reviewers are aligned for color team reviews. Setting color team review goals and objectives; training color team reviewers to participate in reviews; deconflicting color team reviewer feedback; determining disposition of color team reviewer comments; developing the color team recovery plan; and executing the color team recovery plan on-time to meet approved recovery plan.
  9. Conduct writer training and working sessions to include content refinement to achieve proposal compliance and alignment with proposal theme and messaging
  10. Assist the team in understanding and implementing proposal development best practices; provides on the job and just in time training accordingly, assigns specific responsibilities, monitors performance of team members, and provides corrective action as required.
  11. Assemble, organize, and manage proposal preparation teams, plan and manage all required meetings,
  12. Communicate tasks and objectives clearly and ensures accountability on all requirements.
  13. Serve as volume lead; proposal writer; color team or peer reviewer; or other proposal roles as required - writing and editing content (acting as writer and editor).
  14. Facilitate proposal strategy sessions, drives proposal schedules and proactively designs innovative presentations and proposals in keeping with the overall company image campaign.
  15. Complete all proposal documents in conformance with the RFP/solicitation requirements.
  16. Coordinate and conduct management team reviews.
  17. Coordinate with the Capture Manager and Contracts Lead, as appropriate, to facilitate on-time submission.
  18. Manage the proposal budget, resources, production staff and schedule. Identify and monitor requirements/expenditures for each proposal effort.
  19. Obtain training and education necessary to meet or exceed current industry standards for development and production of proposals.

Work Environment, Physical Demands, and Mental Demands:

Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must posses planning/organizing skills, and must be able to work under deadlines. Position may require extensive travel and ability to work often unpredictable schedules.

Minimum Requirements

  • Bachelor’s degree in Marketing, Business Administration, Business Management or related field with a minimum of 10+ years in proposal development or equivalent experience in proposal development.
  • Must be highly proficient with word-processing and integrated software applications.
  • Excellent communication, interpersonal, organizational, and analytical skills are required.
  • Must be a U.S. Citizen.
  • Must have a valid driver's license.
  • Must be able to pass a government background check and drug screen.
  • Must be able to speak, read and write English.

Preferred Qualifications
