Job Summary

Possesses an expert knowledge of compliance related Federal Acquisition Regulations principles, Defense Federal Acquisition Regulations Supplement, and Cost Accounting Standards. Has extensive experience working with USG Regulators such as the Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA), including preparing, presenting, and negotiating data with various levels of DCMA and DCAA staff and management. Serves as a business advisor to GPS functional areas as well as client service teams. Has significant expertise relative to all required USG submissions, including, but not limited to; Disclosed Accounting Practices as captured in a Disclosure Statement, cost principles applicable to Incurred Cost Submissions, and complex indirect rate structures with the ability to explain and participate in the negotiation of these rates with USG regulators,. Practices independent judgment and analysis of significant issue identification and resolution. Ability to effectively and persuasively communicate with subordinates, peers, internal leadership, regulators and internal clients. Ability to comfortably work in an ambiguous environment and to be open and able to apply the intent supporting various regulatory requirements as they may apply to internal situations.

Illustrative Duties and Responsibilities

  • Responsible for maintaining a thorough understanding of applicable regulations (FAR, DFARS, CAS, etc.) and proactively support an effective and efficient control environment designed to ensure compliance.
  • Actively participate in the development of any responses to regulators and participate in the presentation and, when applicable, the negotiation of these responses with various levels of regulator management.
  • Understands the structure of various USG regulatory agencies and has the ability to successfully navigate these structures to ensure the firm's compliance positions have been properly presented.
  • Develops skillset and knowledge to serve as a domain expert on selected areas related to FAR, DFARS, CAS, etc. Serves as the group SME for a selected compliance topics.
  • Works well within a team structure and focuses on resolution of issues with the goal of optimizing the outcome in order to create the greatest benefit to the organization.
  • Manages and coaches staff in order develop skillsets that enhance the value an individual is able to bring within their respective responsibilities.
  • Manages individual workload to ensure the timely and compliant accomplishment of project deadlines and completes accurate deliverables.
  • Collaborates with other enabling areas to address issues from a compliance perspective.
  • Actively shares lessons learned to facilitate knowledge sharing within team and larger organization.
  • Provide training and expertise related to Forward Pricing and Rate Management in support of Forward Pricing Rate Proposal preparation and process improvement in support of compliant and efficient processes to support profitability of the organization.
  • Performs other job-related duties as assigned.

  • 13+ years of relevant work experience.
  • Command knowledge of the Federal Acquisition Lifecycle as it pertains to compliance.
  • Bachelor's Degree
  • Demonstrated Proficiency with MS Outlook, Excel, and PowerPoint.
  • Advanced data analytics experience and proficiency using MS Excel and understanding of relational databases.
  • Strong consultative and communication skills, both written and verbal.
  • Command knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), and Cost Accounting Standards (CAS).
  • Solid understanding of DFARS Business Systems requirements, applicability, and business exceptions/exemptions as well as practical application of translating regulatory requirements into processes and internal controls.
  • Ability to operate and effectively communicate in a demanding executive level environment.
  • Extensive knowledge and experience developing business forecasts in support of development of Forward Pricing as well as development of assumptions required for both direct and indirect rate forecasting.
  • Demonstrated ability to work effectively and collaboratively with teams and achieve results through direct support and/or indirect influence across all functional areas, as appropriate.

Preferred Requirements
  • Extensive experience supporting the Federal client aligned with the team of assignment (e.g. DCMA, DCAA, USAID, Department of State).
  • Advanced Degree
  • Willingness and ability to actively work to build the external "brand" of Deloitte compliance.
  • CPA, CIA, and/or CFE credentials
