Contracts Administrator Manager
Job Summary
Amentum is currently searching for a Contracts Manager to support our Hawthorne Army Depot operations contract. The Contracts Manager will be responsible for:
- Ensuring compliance with policies, procedures, methods, operating practices and performance standard and contract requirements
- Ensuring Contract Center of Excellence (COE) leadership is aware of all significant contract issues
- Managing the proper coordination of various types of agreements and other contract/legal documents with accounting, legal, program management and other organizations as necessary in accordance with the Contract Administration Manual (CAM)
- Being familiar with the company's Cost Accounting structure and practices.
- Managing proposals to address Request for Proposal (RFP) or change order requirements and approved cost strategies in accordance with cost estimating system requirements, company policies, and government regulations.
- Facilitating effective implementation of contract responsibilities with internal and external customers to achieve operational and financial objectives.
- Applying critical thinking skills in reviewing policies, practices and standards to meet business objectives in compliance with company policy, law and regulation.
- Coordinating any export licensing matters with Trade Compliance.
- Monitoring performance, funding, and payments on assigned contracts. Notifying upper management and Program Management of potential non-compliance and other problems that could have an adverse impact to the company.
- Advising management of contractual rights and obligations and provides interpretations of contract terms and conditions of assigned contracts.
- Managing the process for updating contract information in contract's database ensuring all data is current and complete.
- Assisting with contract disputes, claim resolutions and outside audits. May be assigned to take the lead in some cases.
- Negotiating proposals, contract modifications, and agreements as required within the limits of authority as specified in the CAM.
- Managing and integrating daily work activities of assigned employees to ensure compliance with corporate, contracts and legal requirements.
- Developing, training, and mentoring lower level employees in Contract Administration processes.
- Managing close-out of the contract.
- Performing all other position related duties as assigned or requested.
Minimum Requirements
- Bachelor's degree in an associated discipline
- Seven (7) years of experience in Government/defense contracting with prime contracts and subcontracts
- Thorough knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquistion Regulations Supplement (DFARS) and related federal and state legislation and regulations
- Proficiency in Microsoft Office applications, specifically Powerpoint, Word, and Excel
- Knowledge of the Service Contract Act (SCA), the Fair Labor Standards Act (FLSA), and Truthful Cost or Pricing Data Act
- Familiar with the Export Administration Regulations (EAR) and International Traffice in Arms Regulations (ITAR), if required for contract
- Familiar with General Accounting Practices (GAP) and knowledge of Cost Accounting Standards (CAS)
- Excellent oral and written communications
- Strong critical thinking and analytical skills
Preferred Qualifications
- Two (2) years supervisory/management experience
- Experience administering an Armament Retooling and Manufacturing Support (ARMS) program
