Leidos has a current opening in the Austin Information Technology Center (AITC) for a Senior Financial Manager. Qualified candidates must have experience and deep knowledge of business, functional and technical areas/disciplines and be able to conduct research. The position requires experience with proposing new solutions to problems in the areas of their functional expertise and must be able to work and analyze both independently and as part of a team.
WHAT YOU WILL BE DOING:
The Sr Business Analyst for the Enterprise Command Center must have experience and deep knowledge of government business, functional and technical areas/disciplines and processes and be able to conduct research on specified contractual finance requirements. The incumbent must have experience with proposing new solutions to problems in financial management. The incumbent must be able to direct the actions of junior team members, while also working independently and as part of a team. Duties include:
Function as the subject matter expert in Government Financial Management processes, procedures, technologies, and tools, and to the ECC Director and Operations Chief on all matters related to the management of ECC IT budget processes and data
Develop or provide input on; budget guidelines and instructions, current and projected program needs, actions needed to assure conformance with budget guidelines, regulations, policies, and procedures, budget schedules, narrative justifications, reports (charts, graphs, narratives) for budget presentations
Plan, formulate, and represent accurate financial data in all phases of the government budgetary cycle
Support the financial administration of large, multi-year, highly complex information technology contracts, which are critical to meeting ECC customer requirements
The Incumbent has knowledge or facts owned by the organization, including assets such as future product designs, customer/price lists, and internal policies not intended for public consumption sometimes also referred to as Proprietary Information and requiring of an approved VA Non -Disclosure Agreement (NDA)
WHAT YOU WILL NEED TO SUCCEED-Required Skills:
Bachelor degree in Degree in engineering, or a related scientific or technical discipline is required, plus 10 years of experience; or eight (8) years of relevant experience may be substituted for degree.
U.S. Citizenship and/or Greencard
Understanding of government policy and standards management, and the development and implementation of fiscal planning in support of contract and acquisition management requirements
Duties include supporting strategic planning, capital planning, workforce planning and resource management, specializing in the preparation of organizational budgets, managing budget execution, and tracking, and supporting IT workforce planning requirements
Ability to plan, formulate, and represent accurate budget data at any phase in the government budgetary cycle
Ability to develop, implement, monitor, and evaluate budgetary management strategies
Ability to clearly articulate financial findings in both detail and summary reports via a variety of graphic, narrative, and oral formats/media
Must have a thorough understanding on how to identify trends, errors, and missing data and reliably create alternate depictions of that data to identify and highlight issues for senior leadership
Must be exceptionally skilled in in the use of Microsoft Power Point, Word, Excel, Visio, SharePoint, and Power BI products as minimum benchmarks
