Leidos has a current opening in the Austin Information Technology Center (AITC) for a Business Analyst Senior supporting Veterans Affairs Enterprise Command Operations (ECO) initiatives of the Veteran's Administration (VA) Office of Information Technology (OIT).
WHAT YOU WILL BE DOING:
A Sr. Business Analyst will have experience in the effective use of data provided by cost estimators to create overall cost versus benefit assessment while considering functional benefits, technical performance, risks, and schedule concerns. Additionally, a Business Analyst, Senior will be working on budgeting and analyzing current and past financial data and performance. A Senior Business Analyst assigned to the Enterprise Command Center Operations Team must have experience executing financial Information Management techniques in the management of financial and contract invoice data. Must be well versed in understanding structured analysis and design methodologies for the translation of systems performance to business impact. Specifically:
Implementation of financial and contract information management to maintain a logic-driven data structure to provide different snapshots of financial data in support of budget lifecycle requirements
Analyze technical requirements, assess impact, and implement cutting-edge information management technologies focused on process automation, data availability and accessibility, and resource efficiency
Evaluates government and commercial information management technologies for use in managing financial and acquisition data and makes recommendations for procurement
Employs the tools of Information Management to identify trends, errors, and
missing data and reliably create alternate depictions of that data to identify and highlight issues for senior leadership
Acts in the capacity of Financial Technician through the Input of financial data using automated financial management tools and validation of that data following input
The Incumbent has knowledge or facts owned by the organization, including assets such as future product designs, customer/price lists, and internal policies not intended for public consumption sometimes also referred to as Proprietary Information and requiring of an approved VA Non -Disclosure Agreement (NDA)
WHAT YOU NEED TO SUCCEED-Required Skills:
A Bachelor’s Degree in Operations Research, Mathematics, Computer Science, Cost Accounting or related scientific or technical discipline.
Five (5) years of relevant experience; Or Eight (8) years of additional relevant experience may be substituted for education: (13 years total)
Must have the ability to obtain Public Trust Clearance
HOW TO STAND OUT IN THE CROWD-Preferred Skills:
Ability to quickly grasp organizational program goals and objectives, the sequence and timing of key program events and milestones, and methods of applying information management techniques and presentations tailored to that understanding
Experience using financial management software to analyze and report financial variances within active contracts and the build of forecast models and budgets in synchronization with an annual budget development cycle
Must have the technical expertise required to gather, compile, and analyze business process data specifically as it relates to ECC budget and contract requirements
Ability to plan, formulate, and represent accurate budget data at any phase in the government budgetary cycle
Ability to develop, implement, monitor, evaluate, and present budgetary data
Ability to clearly articulate financial findings in both detail and summary reports via a variety of graphic, narrative, and oral formats/media
Good written and verbal communication skills to resolve problems and to effectively interact with organizational team leadership and support staff
