Construction Project Manager/Estimator

The Construction Project Manager/Estimator will work as a member of the Project Management Office (PMO) organization and will be responsible for developing estimates for power delivery projects within the electric utility industry. This position will be a staff augmentation position working directly with out client. Responsible for ensuring that detailed scope for major projects is identified and documented to support accurate and timely cost estimates. In addition, this position supports the evaluation of cost estimates vs. actual project costs, identifying process improvements to drive improved accuracy for cost estimates.
They will be responsible for estimating costs associated with schedule changes and its impacts and working directly with the project team. Additional contact working with the subcontractors and/or client representatives may be required.

Construction Project Manager/Estimator Responsibilities:
Development of estimates for power delivery projects, including Transmission Line and Substation construction projects, typical sub-contracted vendor activities (Engineering, Environmental and project Siting), and Commissioning.
Support standardization of cost estimating templates across the Power Delivery Services division to ensure consistency and efficiency for developing cost estimates.
Develop strong collaboration with discipline engineering and support services to ensure accurate and complete cost estimates. Ability to integrate work from various groups into a composite plan from conceptual to final construction grade estimates.
Identification and quantification of project risks and associated risk/contingency cost impacts and clarifications. Perform risk analysis
Ability to present estimates to management in the review process.
Utilize industry best practices for incorporating direct costs, indirect costs, support cost and overheads into project estimates.
Support cost estimating tools and databases to ensure estimates are well documented and updated based on project actuals.
Support process improvement program for tools and metrics to measure cost estimate accuracy, man-hour estimates to actuals, speed accuracy and cost to develop estimates, and ensure evolve estimate precision based on historical project estimates vs. actuals.
Support QA/QC measures to ensure coordination and process improvement with other stakeholders.
To be considered for the following levels:
Mid Level: Bachelor’s degree in the following disciplines: Engineering, Construction Management, Business or Finance required with a minimum of four (4) + years of relevant Project Management and or Estimating experience
Senior Level: Bachelor’s degree in the following disciplines: Engineering, Construction Management, Business or Finance required with a minimum of eight (8) + years of relevant Project Management and or Estimating experience
SME Level: Bachelor’s degree in the following disciplines: Engineering, Construction Management, Business or Finance required with a minimum of eight (12) + years of relevant Project Management and or Estimating experience
Construction Project Manager/Estimator Qualifications:
Comprehensive Electric Industry Estimating Knowledge and Experience
Certified Professional Estimator (CPE) or other qualification will be a plus
Strong cost estimating and analytical skills
Comprehensive experience using Primavera P3 and/or P6 (preferred) for construction scheduling
Ability to interpret and analyze financial documents
Expert knowledge of MS Microsoft Excel, Word
Experience with an estimating system desirable
Familiarity with formal procurement and submittal processes such as RFQ, RFI, RFP
Familiarity with document management software such as Project Wise
Familiarity with large construction projects - electrical transmission and distribution experience is a plus
Familiarity with Project Accounting is a plus
Familiar with processes and procedures present in a construction Project Management Office is a plus
Familiarity with SAP a plus
PMP preferred
