PURPOSE OF THE POSITION:

The Mechanical Facilities Projects Specialist provides engineering expertise in all matters pertaining to annual capital and special maintenance authority plans for locomotive and `car shop facility infrastructure and equipment, as well as mobile (vehicle) assets and mobile vehicle and assets that provide improved service, repair and overhaul of locomotives and railcar rolling stock.

POSITION ACCOUNTABILITIES:

  • Leads annual Capital and SMA planning for MS infrastructure and shop equipment improvements and replacements;
  • Develops, assists in the development and execution of annual and multi-year capital and SMA initiatives which improve MS’s ability to provide improved and more cost effective servicing and repair of locomotives and rail car rolling stock;
  • Develops methods for improving work place safety and supports reducing environmental liabilities at MS facilities;
  • Mentors, supports, and guides system Mechanical Car and Locomotive field teams in developing their initiatives, by providing technical guidance, defining scopes, developing functional layout and designs, defines scope and project costs and identify economic benefits of the project of the Initiatives;
  • Mentors and works with the Mechanical teams to define work process efficiencies and develop workflow process, to determine areas where area that can be streamlined or enhanced to provide superior levels of service or improved productivity;
  • Influences new equipment capital programs as a key member of a cross-functional project team;
  • Manages technical issues, which include: ensuring compliance to regulations and specifications, resolving technical and quality issues with manufacturers, inspecting work in progress and is responsible for the quality control process with contracted and internal forces;
  • Prepares or secures technical drawings and specifications and contract for projects related to infrastructure improvements of mechanical operations;
  • Plans, schedules and manages project execution with the stake holders and business owners to ensure cost effective use of funds while minimizing impacts to railway and shop operations;
  • Ensure financial obligations are met by ensuring on time and on budget project execution;
  • Provides senior department expertise in the solution of facility and equipment improvements;
  • Responsible for preventative maintenance inspection and repair programs of key mechanical equipment including in-floor wheel lathes, drop tables;
  • Responsible for management of MS’s fleet of car movers;
  • Maintains Active and Regular contact with Mechanical Planning Group to ensure Facility upgrades and modifications are planned and budgeted within allowed limits;
  • Maintains Active and Regular contact with Mechanical Locomotive and Car Shops to ensure upgrades are planned, executed and commissioned as planned;
  • Maintains As needed contact with Supply Services to obtain new suppliers and contractors for facilities’ upgrades and modifications;
  • Interfaces and works with Engineering Services including Track and Structures Groups to ensure yard upgrades and proceeding as planned;
  • Interfaces and works with Environmental Affairs to ensure facilities and yard upgrades are following the norms of environmental requirements.

POSITION REQUIREMENTS:

  • Preference will be given to candidates with post-secondary degree in Civil Engineering, Mechanical Engineering, or Industrial Engineering;
  • Technical Specialist, with solid background in project development, Construction and project execution;
  • Background in project management including strategic planning and execution of engineering projects with a strong emphasis on providing a quality product, on time and on budget;
  • Excellent background in facility design, construction management, scheduling and budgeting;
  • Skilled in developing and implementing standardized policies, procedures and specifications and optimizing performance;
  • Must be a team player, as well as being able to work autonomously;
  • Must be a self-starter, inquisitive, persistent, innovative, and organized.
