Work You'll Do

TRANSFORMING HOW CLIENTS DELIVER SERVICES TO CUSTOMERS. DELIVERING LARGE, COMPLEX SYSTEMS DEVELOPMENT AND TRANSFORMATION PROJECTS TO HUMAN SERVICE AGENCIES ACROSS STATE, AND LOCAL GOVERNMENT AGENCIES. LEADING DISCOVERY ACTIVITIES FOR ASSIGNED SYSTEM MODIFICATIONS, MAINTENANCE, AND ENHANCEMENT PROJECTS. WORKING ON PROOF OF CONCEPTS (POCS) FOR REQUESTS FOR IT SERVICES, WHICH MAY INCLUDE COORDINATING WITH PROJECTS IN OTHER STATES, INCORPORATE BEST PRACTICES FROM INDUSTRY AND OTHER STATES, RESEARCHING POLICY AND THE CURRENT SYSTEM, AND ENVISIONING A FUTURE STATE FOR THE SYSTEM. CREATING EPIC DOCUMENTS, INCLUDING ANALYSIS OF THE REQUIRED FUNCTIONALITY, TO BE USED BY SUBJECT MATTER EXPERTS (SMES) FOR ESTIMATION. PLANNING MILESTONES FOR LARGE SCALE DISCOVERY PROJECTS, WHICH CAN INCLUDE COORDINATING BETWEEN MORE THAN ONE STATE AGENCY. INDEPENDENTLY CREATING AND MAINTAINING USER STORIES AS PART OF THE DISCOVERY PHASE OF AGILE METHODOLOGY THAT CLARIFIES BUSINESS FUNCTIONALITY AND IDENTIFIES USER ACCEPTANCE CRITERIA FOR SOFTWARE DEVELOPMENT INITIATIVES WHICH TRANSLATE BUSINESS REQUIREMENTS TO IMPLEMENTABLE DESIGN. USING JAMA AND JIRA AGILE TOOLS TO RECORD USER STORIES AND TRACK THEIR PROGRESS IN DEVELOPMENT. INDEPENDENTLY DEVELOPING OTHER ARTIFACTS INCLUDING SCREEN LAYOUTS, PROCESS FLOW DIAGRAMS (PFD) IN MICROSOFT VISIO, AND PSEUDOCODE. REVIEWING THE USER STORIES AND OTHER ARTIFACTS CREATED BY ANALYSTS AND OTHER CONSULTANTS FOR QUALITY BEFORE SUBMISSION TO THE CLIENT. GIVING FEEDBACK TO NEWER TEAM MEMBERS ON LEADING MEETING. INDEPENDENTLY LEADING DISCOVERY (REQUIREMENTS) MEETINGS WHICH CAN INCLUDE STATE IT, STATE BUSINESS AGENCIES, SYSTEM EXPERTS, EXTERNAL STAKEHOLDERS, OTHER STATE AGENCIES, AND PROJECT LEADERSHIP. LEADING KNOWLEDGE TRANSFER SESSIONS TO EXPLAIN THE REQUIRED WORK TO THE DEVELOPMENT/SCRUM TEAMS AND FACILITATING ESTIMATION MEETINGS TO ESTIMATE USER STORY EFFORTS. LEADING PROPOSAL SECTIONS, CONTRIBUTING TO PROPOSAL SECTIONS, AND PARTICIPATING IN FINAL REVIEWS FOR PROPOSALS AND LEADING POST MORTEM ANALYSIS OF LOST PROPOSALS. CREATING CONTENT TO BE USED IN HIGH PROFILE MEETINGS WITH STATE EXECUTIVES, INCLUDING CHIEF INFORMATION OFFICERS. LEADING KNOWLEDGE SHARING SESSIONS WITH EXISTING STAFF AND THE ONBOARDING TRAINING OF NEW TEAM MEMBERS.

Requirements

BACHELOR'S DEGREE OR FOREIGN EQUIVALENT DEGREE IN BUSINESS ADMINISTRATION, ANY STEM DEGREE OR A RELATED FIELD. ONE YEAR OF EXPERIENCE IN THE OFFERED POSITION OR A POSITION IN A RELATED OCCUPATION. MUST HAVE ONE YEAR OF EXPERIENCE WITH:

  • WORKING ACROSS ALL PHASES OF THE AGILE LIFECYCLE FOR THE DESIGN, DEVELOPMENT, TESTING AND IMPLEMENTATION OF GLOBAL POSITIONING SYSTEM (GPS), CUSTOMER & MARKETING, HUMAN SERVICES TRANSFORM AND SOFTWARE DEVELOPMENT AND INTEGRATION SOLUTIONS FOR ENTERPRISE-LEVEL CLIENTS;
  • ANALYZING AND DOCUMENTING CURRENT-STATE SYSTEMS, PROCESSES AND ENVIRONMENTS TO SUPPORT PROJECT DESIGN OF FUTURE-STATE/TO-BE SYSTEMS, PROCESSES AND ENVIRONMENTS USING JAMA, JIRA, HP APPLICATION LIFECYCLE MANAGEMENT (ALM), AND MICROSOFT VISIO;
  • INTERFACING DIRECTLY WITH CLIENT STAKEHOLDERS TO GATHER FUNCTIONAL AND TECHNICAL REQUIREMENTS, ANALYZING CLIENT REQUIREMENTS, AND TRANSLATING REQUIREMENTS INTO PROJECT DESIGNS TO DELIVER SOLUTIONS THAT SATISFY CLIENT NEEDS USING JAMA AND JIRA;
  • USING JAMA TO SUPPORT AND PARTICIPATE IN THE DESIGN AND DEVELOPMENT OF PROJECT SOLUTIONS;
  • TRACKING AND REPORTING ON PROJECT AND MILESTONE DELIVERABLES STATUS TO ENSURE TIMELY PROJECT DELIVERY AND COMMUNICATION OF UPDATES TO INTERNAL AND EXTERNAL STAKEHOLDERS;
  • COORDINATING THE PROJECT ACTIVITIES OF ONSHORE TEAM MEMBERS TO ENSURE THE TIMELY AND QUALITY COMPLETION OF PROJECT DELIVERABLES;
  • SUPPORTING BUSINESS DEVELOPMENT ACTIVITIES, INCLUDING PROPOSAL DEVELOPMENT AND RESPONSES TO REQUESTS FOR PROPOSALS (RFPS).
  • 80% TRAVEL REQUIRED NATIONALLY.
