Instructional Analyst\Developer III - Plant Operations Training

Job Summary

Reports to a Training Supervisor/Manager and is responsible for execution activities for Plant Operations training development and maintenance using the Focus Learning VISION database.

Performs quality and process compliance review of WTCC and Plant Management training deliverables.

Assists in ensuring department compliance with existing processes including identification and correction of performance or procedure deficiencies.

Assists in implementation and assessment of training.

Performs work in accordance with Plant Operations and other applicable project procedures in accordance with policies and all applicable laws, regulations, Contract, Authorization Basis, and technical requirements.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS

Administer facility training process activities including:

• Correct and maintain Commissioning and Operations Training material in the VISION database.
• Revise training - review and incorporate revisions due to program changes, procedure changes, design changes, lessons learned, and/or operating experience
• Review lesson plans and guides for written correctness
• Coordinate training material comment resolution
• Track training material review status
• Maintain Vision database reports and documents
• Perform Vision and SAT training for instructors
• Maintain and controls Vision exam material exam files
• Initiate exam revisions
• Create exam approval packages
• Revise exam questions
• Coordinate exam review and revision with SMEs and Line Management maintaining required exam security.
• Maintain/revise WTCC Training program guides
• Administering technical training process activities using various media and software, including:
• Developing and Implementing Training (e.g. classroom, exams, on-the-job training) - analysis, design, development, delivery, testing, and evaluation of training course material:
  • Conduct needs and job analysis to identify training requirements (e.g. valid task list, training requirements matrix)
  • Design training including determination of training setting and development of learning objectives, evaluation standards, and examination test items.
  • Develop training material including lesson plans and trainee support materials.
  • Conduct classroom, on-the-job, simulator and/or laboratory training as applicable.
  • Assist line management in the evaluation of training program evaluations.
• Revise Training - perform impact review(s) and incorporate revisions due to program changes, procedure changes, lessons learned, operating experience, and/or other impacts.
• Coordinate and communicate between the training organization and other line management or support organizations to ensure training needs are identified and met through effective training.
• Perform observations and assessments to ensure activities are implemented safely and effectively in accordance with approved procedures.
• Support a strong Nuclear Safety Quality Culture (NSQC) by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment.

PHYSICAL REQUIREMENTS

Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

Amentum has joined with Bechtel to create an LLC, known as the Waste Treatment Completion Company (WTCC) to construct, start-up and commission the world’s largest radioactive-waste treatment plant for the U.S. Department of Energy (DOE) in southeastern Washington state. The project will use vitrification technology to process and stabilize 53 million gallons of radioactive and chemical waste currently stored at the Hanford Site which is a byproduct of plutonium-production during World War II and the Cold War era.

The project is the largest undertaking of its kind ever and one of DOE’s most technically challenging cleanup projects equivalent to building two nuclear power plants. Its construction site spans 65 acres and includes facilities for pretreatment, low-activity waste vitrification, and high-level waste vitrification, as well as an analytical laboratory.

Education/Experience:

Minimum Requirements per DOE O 426.2:

1. Baccalaureate degree in education or training or an equivalent combination of relevant education and experience.

AND

2. At least 3-year job-related experience.

Additional WTCC REQUIREMENTS

• Must have actual operating experience with fluid systems.
• Must have experience training personnel in safe operation of plant equipment.
• Must have qualified as an operator on an operating plant/facility.

Preferred candidates will have:

• At least 8 years technical experience in operations, maintenance, or related technical position in Naval Nuclear, Department of Energy Nuclear, or Commercial Nuclear Operations.
• Experience in technical training material development.
• Proficiency using VISION for training processes.
• Instrumentation and Control and/or On-the Job trainer experience in an operational environment

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
