With our extensive range of facilities and environments, our Engineers have opportunities across many diverse areas including Biological, Chemical, Automation, Capital Projects, Maintenance, Safety, Process Development, Technical Services, Utilities and Validation.

Position Description:

1- 3rd Shift position and 1- Relief Shift position

The Manager Engineering, Utility Operations – Unit 12 manages and supports the operations associated with the Utility and Energy Operations(‘UEO’) department. UEO is responsible for the safe, compliant, reliable, and cost-effective operation of the Powerhouse and Central Utility equipment. The UEO department is responsible for the operations of two combined cycle heat and power plants, five balance plant boilers, and seven distributed campus chiller plants. The power plant has a generating capacity of 60 MW. The boilers have a total steam generating capacity just over a 1,000,000 lbs. per hour. Campus chillers plants have a combined capacity of 40,000 Tons consisting of a combination of steam and electric chillers. UEO is responsible for providing West Point campus utilities 24 hours per day, 365 days per year. UEO through the position of the Manager Engineering, Utility Operations – Unit 12, serves as the after hours campus emergency response to maintenance and operational issues. The Manager Engineering, Utility Operations – Unit 12 manages several Company craft personnel and is responsible for recruiting, development, administrative and performance management of direct staff. Manages and interfaces with contractors as required.

Primary Activities

Primary activities include, but are not limited to:

  • Responsible for the safe, compliant, reliable, and cost effective supply of chilled water, tower water plant air and natural gas utilities dictated by critical parameters including permits/regulations, reliability/availability, efficiency, economics and plant procedures/practices..

  • Responsible for safety and environmental compliance in area of responsibility including support personnel. Conducts scheduled safety meetings, required training and periodic field inspections/audits. Develops and/or updates procedures as required.

  • Maintains necessary records and report documentation per site safety procedures and environmental requirements manuals

  • Supervises or directs the activities of operating and maintenance technicians, maintenance contractor personnel as required. Coordinates maintenance for all of his/her facilities using department personnel, Facilities Management maintenance staff and/or maintenance contractors, acting as field supervisor/contractor liaison as required.

  • Arranges for proper preventive/predictive/maintenance schedules and initiates corrective maintenance work orders for equipment under their supervision to maintain peak operating reliability and efficiency. Develops and/or updates equipment PM's as required

  • Evaluates maintenance versus master plan/replacement opportunities and develops plans and recommendations accordingly.

  • Maintains budgetary responsibility for their operations and participates in development of area/departmental profit plans.

  • Establishes objectives to guide personnel and area performance and reports regularly on their accomplishments.

  • Maintains, refines and improves standards of performance for their area. Seeks to develop new standards and meaningful measures wherever possible to better evaluate ongoing performance.

  • Maintains an effective organization via appropriate communication and planning with direct and functional reports being responsive to personnel and plant requirements. Administers employee relations policies within the framework of the existing labor agreement handling first or second level grievances, as necessary.

  • Coordinates development and delivery of meaningful familiarization/training programs to improve the knowledge, effectiveness and productivity of those supporting his/her area of responsibility.

  • Develops operating procedures and continually seeks innovative methods to improve procedures and operation of equipment systems. Supports the Profit Improvement Program through the generation of ideas and the completion of associated assignments.

  • Keeps abreast of new developments in area of responsibility. Maintains personal familiarity and expertise concerning equipment and systems and conducts frequent inspections to insure proper maintenance and operation.

  • Works with minimum supervision and exercises independent judgment in the daily performance of his/her duties.

  • Applies technical skills and ingenuity to correct equipment and system problems that result in downtime or consume excessive maintenance resources or energy.

  • Participates in audits and training programs in the area of responsibility.

  • Provides utility outage/shutdown and tie-in coordination.

  • Provides 24/7 on call support for site utility operations and provides effective emergency or crisis response in matters related to the campus facilities.

Position Qualifications:

Education Minimum Requirement:

  • Bachelor’s Degree in Engineering, Engineering Technology, Business Administration, or Science or Military Experience or other Technical field or equivalent work experience.

Required Experience and Skills:

  • Experience supervising exempt and/or unexempt personnel

  • Experience working in a functional area such as Operations, Quality, Technical Operations, Technology, Engineering and/or Maintenance.

  • Excellent communication, leadership, teamwork and customer service skills

  • Ability to handle and prioritize a large number of simultaneous assignments and quickly adapt to changes in business priorities

  • Ability to quickly address issues and develop solutions to minimize compliance risk and improve utility reliability

  • Ability to both think critically as well as communicate effectively

  • Strong technical and problem-solving abilities

Preferred Experience and Skills:

  • Minimum of two (2) years of industrial utility operating experience with steam, compressed air, electric, and/or water treatment systems

  • Professional registration is highly desirable
