Work you'll do

We are looking for a number of individuals to serve as Specialists within the Public Assistance program in areas including:

Construction and Construction Inspections

Costing

Quality Assurance

Environmental Science or Environmental Planning

Historic Preservation

Insurance

  • Review supporting documentation for grants to ensure that each sub recipient receives appropriate reimbursement for approved, federally funded programs
  • Provide reconciliation, accounting support, and compile supporting documentation
  • Ensure compliance with all applicable policies, regulations, and laws. Including, the Stafford Act, 2 Code of Federal Regulations (CFR), 44 CFR, the Public Assistance Program and Policy Guide (PAPPG), and other client Policies
  • Oversee multiple grant development, from a variety of incidents with different policy requirements
  • Conduct site inspections as needed to develop a Damage Description and Dimensions (DDD)
  • Develop a Scope of Work (SOW) and cost estimates related to complex repair and/or replacement grants
  • Search for comparable costs to validate the estimated cost
  • Site locations include: Denton, Winchester, Oakland, or Guaynabo

Together we create more resilient communities and responsive ecosystems through incident action planning, grant risk assessments, improving grant processes and operations, future and contingency planning, and data analytics.

Qualifications

Required:
  • Bachelor's degree required
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
  • Must be able to obtain and maintain a Public Trust Clearance
  • Experience providing technical support to Federal government programs in one or more of following areas including:


Construction and Construction Inspections

Costing

Quality Assurance

Environmental Science or Environmental Planning

Historic Preservation

Insurance

  • Possess knowledge of the technical aspects of the federal program and will be expected to exercise independent judgement within the limits of applicable Federal and State statutes, regulations, policies, and procedure
  • Proficient in Microsoft Word, Excel, and Outlook, ability to learn new software quickly
  • Travel may be required for training and to conduct site visits

Preferred:

  • Master's degree in construction management, environmental science, environmental planning, community planning, engineering, architecture or other relevant field
  • Experience advising on the technical aspects of or writing grants within the Public Assistance program
  • Professional accreditation in engineering, architecture, construction management, or other relevant field
  • Proficient in RS Means and Cost Estimating Format (CEF)

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $74,000 to $110,000.
