Job Summary

Nuclear Waste Partnership (NWP), an LLC of Amentum, managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a Conduct of Operations Specialist to join our Operations team located in Carlsbad, NM.

The successful candidate will join the Conduct of Operations group within the Operations Department. The role of the Conduct of Operations Specialist is to facilitate implementation of DOE requirements for disciplined and structured operations by providing subject matter expertise and support to the Operations and Maintenance Departments and NWP line management. The candidate will:

  • Review work documents (e.g., procedures, work packages, etc.) and associated support documents (e.g., job hazard analysis, etc.) to ensure institution and facility requirements are met and the documents work together as written. Attend associated Pre-Job Briefings to ensure appropriate level of detail is discussed for scheduled activity.
  • Observe field performance to ensure that work documents can be performed as written, appropriate level of detail is captured in the work document(s) commensurate with the risk and complexity of the activity, and that personnel understand the requirement to stop if a work document cannot be performed as written.
  • Observe other elements of Conduct of Operations, Conduct of Maintenance and Work Control associated with the activity and coach and mentor as necessary.
  • Assist with development of corrective actions (e.g., procedure changes, formal training, mentoring moments, observation templates, etc.) to ensure that facility requirements are met.
  • Assist with implementation of improvement initiatives and sustainability to ensure safe, compliant and efficient application.
  • Maintain knowledge of and demonstrate ability to perform work safely in accordance with approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner. Actively participate in Safety Zone Committee.
  • Develop and implement assessment plans to evaluate compliance with Conduct of Operations elements. Lead the assessment team, act as the primary interface with the assessed group, conduct in and exit briefs and generate the final assessment report. Includes Safety Management Program assessment and evaluation.
  • Assist with key performance indicator development, analysis and corrective actions based on tracking and trending.
  • Assist with development, coordination and control of the Operations Drill Program. Includes having sufficient knowledge of Operations, providing coaching/mentoring to drill players, conducting post drill critiques, completing after action reports and recommending improvement items. Actively participate in Emergency Preparedness as Controller, Evaluator or EOC member.
  • Maintain and improve Conduct of Operations implementing mechanisms (i.e., matrix, procedures, training and tools).
  • Assist with execution of Conduct of Operations Improvement Plan.

NWP Exempt Salary Grade (31-34)


Minimum Requirements

  • Bachelor's Degree, with five (5) years of relevant experience, or
  • Associate’s Degree with nine (9) years of related experience, or
  • High School Diploma with thirteen (13) years related experience is required.
  • Must be able to work in a field environment.
  • Demonstrated proficiency in Microsoft Office applications, specifically PowerPoint, Word and Excel.
  • Excellent oral and written communications skills are mandatory.
  • Demonstrated ability to self-manage routine work assignments and deliver quality products in a timely manner.
  • Effective leadership and interpersonal skills.
  • Strong critical thinking and analytical skills.
  • Due to the nature of the work, all candidates must be US Citizens

Preferred Qualifications

  • Understanding of applicable DOE regulations applicable to the WIPP Conduct of Operations program is desired.
  • Experience coordinating, coaching and interfacing with all-levels of management to drive process execution and quality is desired.
  • Previous WIPP Project experience is a plus.
