Responsibilities:

  • Manage and coordinate the EAP/PD domestic budget. Provide detailed advice on budget issues to EAP/PD Program Officer and Office Deputy Director.
  • Manage and coordinate the EAP/PD overseas Public Affairs Sections’ resource allocations for the 37 posts in EAP. Provide detailed advice on budget issues to EAP/PD Program Officer and Office Deputy Director.
  • Oversee and assist in the financial management over the $50 million in annual public diplomacy funding within the EAP region.
  • Coordinate PD programming and financing across numerous State Department bureaus and other U.S. government entities, non-governmental organizations, academic institutions.
  • Prepare and coordinate any financial reports for submission by the office including but not limited to the Bureau Resource Request.
  • Provide advice on the formulation, execution, and presentation of public diplomacy resource allocation plans to EAP/PD office staff, PD Desk Officers, and overseas PD teams.
  • Participate and present budget and resource allocation expertise in modules, huddles, or conferences for the purposes of informing and training PD officers both domestic and those posted overseas.
  • Coordinate and participate in briefings for Department and outside interested stakeholders on specific resource issues and related implications involving EAP/PD, R Bureau, and relevant ECA programs.
  • Assists in the development of the framework within which the long-range projections of resource requirements for the various EAP/PD, R Bureau, and relevant ECA programs are developed and works with pertinent senior managers to explain how the framework will be employed in making projections as well as their implications for specific program activities.
  • Provides senior managers with guidelines for the development and application of PD resource strategies and reviews and makes recommendations on analyses of requests.
  • Coordinate unmet resource needs, implementing the spirit of Bureau priorities, and making re-programming recommendations.
  • Provides analysis, advice, and technical assistance on financial matters to program officials, managers, and resource administrators.
  • Assure the proper flow of PD resources for any federal awards and assists all posts with PD resource projections and needs, and all end-of-fiscal-year coordination and recapitulation.
  • Report to the EAP/PD Deputy Director.

Qualifications

Minimum Qualifications:

  • 2+ Years of qualified experience
  • Must have an active Top Secret Clearance
  • Expert understanding of public diplomacy (or public outreach), its tools, and methods.
  • Mastery of the principles, theories, concepts, and practices of public diplomacy grants management and other public diplomacy funding to oversee and implement programs in the EAP region.
  • Mastery of accounting and budgeting principles in order to maintain, analyze and brief managers on multimillion dollar budgets.
  • Knowledge of the functions procedures, policies, program goals, and priorities of the EAP/PD Office, EAP Bureau, and Department to ensure the effective implementation of goal oriented public diplomacy programs for East Asian and the Pacific.
  • Ability to review and evaluate requests for proposals and grant proposals for international public diplomacy and public affairs projects in accordance with policy and procedural requirements and the objectives and priorities of the EAP public diplomacy and public affairs program.
  • Ability to monitor and oversee a variety of public diplomacy and public affairs initiatives to ensure compliance with requirements and to ensure progress is being made toward accomplishing project objectives in a timely manner.
  • Ability to analyze complex problems and issues, identify pertinent factors, devise optimal solutions, and oversee implementation of required actions.
  • Ability to provide sound and effective advice to management on a wide variety of policy budgetary issues related to the EAP Bureau and EAP’s public diplomacy program.
  • Ability to plan, organize, and mange project including developing plans and objectives, directing activities, supervising staff, managing resources and accounting for results.
  • Ability to communicate effectively both orally and in writing, to provide advice, guidance, and assistance, plan and coordinate activities, establish and maintain liaison, present and defend recommendations, and reconcile differing and conflicting viewpoints.
  • Knowledge of State Department regulations and procedures.

Desired Qualifications:

  • U.S. Federal Government experience, especially at the Department of State
  • Background in foreign affairs or international relations
  • Background in Marketing, Public Diplomacy, Communications, or another related field

Posted Salary Range

$80,000 to $90,000
