Description

The Mission Support Operations/Intelligence Group is seeking a Deputy Program Manager (PM). The DPM will manage a dynamic learning program for a special access customer. This position will be responsible for developing and effectively operationalizing a customer’s vision for professional development, educator tools, and instructional design in alignment with the customer’s strategic plan and mission(s). As the pedagogical leader of the program, the DPM will support the continued development of instructional design staff and improve the use of design and technology in support of forwarding the customer’s mission. The DPM will work side by side with the customer and will be required to travel to various customer and Leidos facilities in Virginia/Maryland/DC. The DPM is the leader of the Program Management Team (PMT) and is responsible for all aspects of the program. The DPM will work closely with finance, subcontracts, talent acquisition, and contracts, as well as on-site team leads to execute the program to the highest of standards. The PMT provides oversight and guidance to Leidos staff and subcontractors working at customer sites in support of the customer mission. The DPM has the full authority and responsibility for personnel and technical delivery. The DPM of this program is responsible for planning, directing, scheduling, and executing all SOW elements.

JOB DESCRIPTION:

The DPM will be responsible for all aspects of program execution. This position consists of managing all staffing efforts on the program to include: posting and tracking all positions, interviewing candidates, maintaining staffing roster, managing the subcontractor team and their positions on the contract. The DPM will assist in career development plans for Leidos employees and manage compliance training requirements and performance reviews. Additional responsibilities include working with the customer and contracts management to ensure that Leidos is meeting its program deliverables. The ideal candidate will have hands-on experience supporting a learning and talent development contract and possess knowledge/experience with at least one customer functional area.

In addition, the DPM will:

  • Participate in all program reviews and briefings
  • Plan, coordinate, and deliver program management review materials on schedule
  • Manage day-to-day contract execution
  • Manage all aspects of staffing to include redeployment of personnel
  • Maintain the Project Management Plan and relevant SOPs
  • Ensure data integrity of all program materials and data, both classified and unclassified
  • Provide up-to-date status reports to the customer
  • Develop a metrics and reporting program to support customer mission
  • Maintain security compliance for contract, facility, and staff
  • Manage all facilities, funding, cost, schedule, and contract deliverables

Required Skills:

  • Candidate must have a current TS/SCI clearance with polygraph
  • Master's Degree in field of Education and/or Instructional Design or related field plus 6 or more years of experience OR a Bachelor's in Education OR ISD and 8+ years of experience
  • At least 7 years of management experience effectively leading a performance- and outcomes-based team; ability to cite specific examples of having developed and operationalized scholarly, innovative, and flexible approaches to teaching and the facilitation of adult learning
  • Deep knowledge of trends, learning and instructional design theories, instruction systems and practices for adult learners
  • Experience managing a team in support of U.S. Government Intelligence Community mission(s)
  • Excellent communication and interpersonal skills; elevated level of skill managing communication strategies with stakeholders, particularly in making complex topics external-facing and accessible
  • Excellence in people management with demonstrated ability to coach staff and develop high-performance teams while setting and achieving strategic objectives.
  • Aptitude in decision-making and outstanding analytical and problem-solving skills.
  • Excellent professional judgement managing change and conflict resolution.
  • Demonstrated success leading and collaborating on budgeting and forecasting at the departmental level.
  • The value of promoting and fostering diversity, equity, and inclusion.
  • Demonstrated ability to take initiative and to work independently

DESIRED SKILLS:

  • Demonstrated experience bringing varied education stakeholders together to develop, evaluate, and improve in-person and digital curriculum development, technologies, and instructional strategies
  • Advanced degree in education or curriculum development preferred
  • PMP or other project management certifications desired
  • Experience analyzing data and current research to improve organizational products and practices

Pay Range:

Pay Range $118,300.00 - $182,000.00 - $245,700.00
