The Digital Modernization DISA IT Group at Leidos has an exciting opportunity as a Deputy Program Manager on our GSMO II IDIQ contract’s Risk Management Executive (RME) Cybersecurity Task Order in Alexandria, VA. DISA and RME provides a full range of services and solutions for DISA and DoD mission partners to include the Combatant Commands, Services, DoD Agencies, and other Federal Government organizations. RME also supports the Office of the Secretary of Defense (OSD), Chairman of the Joint Chiefs of Staff (CJCS) and the Joint Staff (JS), Pentagon Force Protection Agency (PFPA), Washington Headquarters Services (WHS), and other OSD offices with assessment and authorization requirements. Through the Risk Management Executive Cybersecurity program, RME identifies, assesses, and prioritizes computing risks to the enterprise, establishes strategies to address risk, assures and secures the Agency’s systems, networks, programs, and data in the face of internal and external threats, while appropriately balancing risk opportunity and cost. This Task Order has 100+ FTEs working to ensure RME’s Assess and Authorization program adheres to DoD, DISA, and National Institute of Standards and Technology (NIST) approved cybersecurity and Risk Management Framework (RMF) policies, standards, and guidelines. The overall mission is to ensure DISA’s information systems, assets, and enclaves possess the necessary security measures to ensure their confidentiality, integrity, and availability. The Deputy Program Manager is responsible for supporting the management of cost, schedule, quality, and risk. The DPM must oversee delivery execution, manage customer expectations, and have the interpersonal communication skills necessary to inspire and lead a team in a complex and fast-paced environment. The DPM will interface with senior DISA RME leaders, corporate leaders, the contracting officer, and the COR.

An active Top Secret clearance is required for this role and it is based in the Alexandria, VA area. This position requires a daily onsite presence at the customer location with up to 20% remote work possible.

Primary Responsibilities:

  • Perform duties under the strategic and operational vision of the Program Manager
  • Responsible for financial, technical, administrative, contractual, and personnel aspects of the contract
  • Manage project schedules and coordinate contractor activities in accordance with the PWS
  • Work closely with third parties (e.g. other contractors, other Federal entities) to facilitate integrated mission support
  • Present regular executive briefings to the government on services provided on the contract (verbal and written)
  • Apprise Government stakeholders on the status of delivery execution, productivity, and quality assurance
  • Ensure that all work on the contract complies with the contract terms and conditions and is approved/coordinated with senior corporate managers
  • Responsible for making sure the program is staffed and working with teammates to achieve Leidos success
  • Oversees delivery and management of CDRLs
  • Coordinates with government customers across multiple task areas in a multi-stakeholder environment, understands customer’s technical needs
  • Proactively identifies and mitigates risks; identifies and capitalizes on opportunities
  • Establishes and maintains an inclusive work environment consistent with Leidos values and ethics

Basic Qualifications:

  • Bachelor's degree in an IT-related field
  • 10+ years of IT program management experience , 5 or more years IT program management experience in a DoD environment
  • Prior experience with leadership on programs of similar size and complexity (50-100 FTEs; IT/Cybersecurity)
  • Demonstrates advanced knowledge in planning, directing, and managing projects/operations in an organization similar in size to this program
  • Demonstrates experience with researching and fielding new and innovative technologies
  • Demonstrates experience in procurement of IT hardware and software
  • Effectively work with a team establishing, strong, collaborative working relationships with government customers, technical staff, and senior managers
  • Strong follow through skills and demonstrates anticipation of needs
  • Familiarity with DoD and NIST approved IA architecture policies, programs, standards, and guidelines
  • Active Top Secret clearance
  • PMP certification
  • DoD 8570 IAM Level II Certification

Preferred Qualifications:

  • Experience with DISA and understanding of RME’s mission
  • Master’s degree in an IT-related field
  • ITIL Foundations Certification
  • DoD 8570 IAM Level III Certification
  • Functional experience with RMF and cybersecurity
  • TS clearance with SCI eligibility

Pay Range:

Pay Range $122,200.00 - $220,900.00
