ICITAP Logistics and Administration Advisor

POSITION SUMMARY:

PAE is currently seeking a qualified candidate to serve as a Logistics and Administration Advisor in Mogadishu, Somalia. This position will be responsible for mentoring the section leads that fall under the CTID (Counterterrorism and Intelligence Division)/Chief of Staff office as they fulfil their logistics, administration, and human resources duties.

JOB DUTIES AND RESPONSIBILITIES:

  • Provide advisement to the CTID leadership for the selection of CTID staff, strengthen and/or create a personnel performance evaluation program.
  • Ensure through mentoring that all SOPs are written and adhered to in accordance with existing policies and procedures.
  • Provide appropriate leadership training to CTID Admin staff as requested.
  • Advise on how to handle all logistical, human resources, and administrative aspects involving the CTID chief of staff office, shipping receiving, storage, audits, and accountability.
  • Handle the categorizing and issuing of ICITAP equipment grants/donations.
  • Assist in the development of SOPs regarding the flow of information within the division and subunits.
  • Coordinate of all travel and accommodations for mentors and participants through interaction with the SPF HQ T&P directorate.
  • Ensure that the Division is well-maintained, organized, and secure.
  • Assist with special CTID projects, such as process improvements and budget development.
  • Assist with initial academy training in Mogadishu by communicating with all relevant stakeholders, planning out all logistical issues, and scheduling the training over a 4-5 week period.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Education:

    Graduate of a certified federal, state or municipal police or military academy

    Bachelor’s Degree from an accredited university or equivalent professional qualifications and experience

    Graduate or Certification in a recognized Instructor Development Course with experience in classroom and practical exercise instruction preferred

  • Minimum Requirements:

    Twenty years of experience assigned to an accredited federal, state or municipal law enforcement agency as a sworn law enforcement officer or agent, or military OR 8-10 years of supervisory experience working on other USG capacity building law enforcement programs in the field of logistics, i.e. DS/ATA, DOJ/ICITAP/OPDAT, DOS/INL

    Ten years of experience working in the logistical or human resources field

  • Knowledge and Additional Experience:

    Overseas experience working in remote and austere environments

    Experience advising and coordinating logistical and personnel matters for a foreign police force or military unit

    Experience in understanding the function and structure of a modern police organization

    Experience working independently and without direction

    Proficient in Microsoft 365 or equivalent

DESIRED QUALIFICATIONS:

  • Familiarity with the conduct of operations working in and around an embassy or consulate
  • Respective country equivalent of overseas safety and survival training
  • Experience as an instructor, trainer, or advisor on criminal justice programs
  • Program and supervisory management experience
